HomeMy WebLinkAboutOrdinance 16323-03-2005Ordinance No.~~ '"~ 'pZ~~ AN ORDINANCE INCREASING ESTIMATED REC)=[PTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $20,000, SUE3JECT TO RECEIPT OF THE ZOONOSIS CONTROL DIVISION SPAYINEUTER PROJECT GRANT FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES, FOR THE PURPOSE OF FUNDING THE SPAYING AND NEUTERING OF PETS OWNED BY FORT WORTH CITIZENS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far F'sscal Year 2004-2005 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in an amount up to $20,000, subject to receipt of the Zoonosis Control Division Spay/Neuter Project grant from the Texas Department of State Health Services, for the purpose of funding the spaying and neutering of pefs owned by Fort Worth citizens SECTION 2. That should any portion, section or part of a section of this ordinance he declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16069 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept a grant, from the Texas Department of State Health Services {TDSHS) Zoonasis Control Division Animal Friendly license Plate Spay/Neuter Project in an amount not to exceed $20,000; 2. Authorize the City Manager to execute the TDSHS Zonnosis Control Division SpaylNeuter Project Grant contract, if awarded; and 3. Adopt the aftached appropriation ordinance increasing esfimated receipts and appropriations up to $20,000 in the Grants Fund, subject to receipt of the funds. ©ISCUSSlC3N: The Animal Care and Control Division has applied for grant funding from the Texas Department of State Health Services, Zoonosis Control Division`s SpaylNeuter Project Grants available from the sale of Animal Friendly license plates. The grant funds will be used to spaylneuter pets belonging to the indigent population, senior citizens and pet owners on government assistance programs at minimal or no cost to the resident. According to TDSHS, preference would be given to applicants who can demonstrate eligibility far low cost services on a per animal basis. As a condition of the grant, these funds may not be used to subsidize a municipal agency`s adoption and reclaim of animals program. In FY05, the Division obtained a grant far $11,000 to spaylneuter pets owned by Fort Worth citizens through this project. Since the Animal Care and Control Division does not have a surgery center at the facility, it will partner with Iocaf veterinary clinics to provide spaylneuter surgeries. This year, the Animal Care and Control Division intends to target dogs and cats belonging to low income residents and residents over 65 years of age in Fort Worth. The program will be marketed by contacting neighborhood associations and agencies that provide services to residents on government assistance. The Animal Care and Control Division will select and issue vouchers to eligible applicants.
