WHEREAS, the City of Fort Worth (CITY) and Jacobs Engineering Gro p,
Inc, (ENGINEER) made and entered into City Secretary Contract No. 39232,
(the CONTRACT) which was authorized on the I8th day of August, 2010 in he
amount of $ 1,323,029.89; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment Numoer
1 in the amount of $471,179.70 on April 20, 2010, Amendment 2 in the
amount of $49,708.63 which was authorized administratively, Amendment 3
in the amount of $546,621.29 which was authorized by M&C C-248 5,
Amendment 4 in the amount of $369, 544 . 82 which was authorized by M&C C-
24909, Amendment 5 in the amount of $544.787.59 which was authorized by
M&C C-25025, Amendment 6 in the amount of $440,677.00 which as
authorized by M&C C-25354, and Amendment 7 in the amount of $44,948.45
which was authorized administratively.
WHEREAS, the CONTRACT involves engineering services for the
following project:
Alliance Runway Extension Phase 8, Project No. 00960; and
WHEREAS, it has become necessary to execute Amendment No. 8 to the
CONTRACT to include an increased scope of work and revised fee. i
NOW THEREFORE, CITY and ENGINEER, acting herein by and through th it
duly authorized representatives, enter into the following agreeme t,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated April 16, 2013, a c py
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$161,890.45.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed un er
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $3,952,387.82.

Land Acquisition and Environmental Services
Dear Mr. Harris:
I am requesting an amendment to the Alliance Airport Runway Extension Project - Phase VIII
contract for additional Land Acquisition Services and Environmental Services associated with the
relocation of the BNSF Main Line and Connector Track. TranSystems, a sub -consultant to
Jacobs, has incurred additional costs due to changes in the land to be acquired, field note
changes in some of the tracts and the many changes in the utility easements. In addition, the
Phase I Environmental Review of all the tracts and the Phase 2 Environmental Review of a few
tracts must be updated as they are now older than 180 days due to the ongoing coordination with
the BNSF Railway.
The total contract amendment request is $161,890.45. The detailed scope of work and fee
proposal from TranSystems is attached for your information. A summary of the change to the
contract is shown below.

Assignments of Pipeline easements to pipeline companies after condemnation —

P1— Vann Cattle — After the original acquisition had gone to condemnation, the design
for the dam changed adding several new easements. Because of these changes, the
acquisition had to start over. Additionally, there were extensive meetings and phone
calls with attorneys and engineers over a 12 month period to resolve the dam design.

P18 King LaPrelle - Negotiated and closed on an access easement for Devon outside

HEARING:
SUBJECT: Authorize Execution of Amendment No. 8 to City Secretary Contract No. 39252 with
Jacobs Engineering Group, Inc., in the Amount of $161,890.45 for the Runway Extension
Project at Fort Worth Alliance Airport (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 8 to City
Secretary Contract No. 39252 with Jacobs Engineering Group, Inc., in the amount of $161,890.45 for
additional land acquisition services and environmental testing associated with the relocation of'John
Day Road, Keller Haslet Road and the relocation of the Burlington Northern Santa Fe Railroad
Mainline for the Runway Extension Project at Fort Worth Alliance Airport.
DISCUSSION:
On August 18, 2009, (M&C C-23735) the City Council approved a contract with Jacobs Engineering
Group, Inc., in the amount of $1,323,029.89 for Phase VIII for the Runway Extension Project which
included program management and the design of Earthwork Package No. 3, John Day Road
relocation, Keller Haslet Road relocation and Airport Layout Plan Update at Fort Worth Alliance
Airport.
The following Amendments have been previously approved for this contract:

This Amendment No. 8 includes additional costs due to changes in the land to be acquired, field note
changes in some of the tracts, and the many survey changes in the utility easements. In addition, the
Phase I Environmental Review of all the tracts and the Phase 2 Environmental Review of a few tracts

must be updated as they are now older than 180 days due to the ongoing coordination with the BNSF=
Railway. Amendment 8 in the amount of $161,890.45 brings the total fee to be paid under this contract
to $3,952,387.82.
The Runway Extension Project is being funded using Federal Aviation Administration discretionary
grant funds. Existing land credits that remain from the original land donation for Alliance Airport are
being used for the City's 10 percent in -kind match.
M/WBE Office: Jacobs Engineering Group, Inc., agrees to maintain its initial M/WBE commitment of
20 percent that it made on the original Agreement and extend and maintain that same M/WBE
commitment of 20 percent to all prior Amendments up to and inclusive of this Amendment No.
8. Therefore, Jacobs Engineering Group, Inc., remains in compliance with the City's M/WBE
Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE
Commitment form executed by an authorized representative of its company.
This project is located in COUNCIL DISTRICT 7, Mapsco 7P.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Airport Grants Fund.
