WHEREAS, the City of Fort Worth (City) and Jacobs Engineering
Group, Inc. (Engineer) made and entered into City Secretary Contract
No. 39313, (the Contract) which was authorized by the City Council by
M&C C-23768 on the 8th day of August 2009; and
WHEREAS, the Contract involves engineering services for the
following project:
Design, Fill and Regrade of Noise Properties (Storm Drainage
Improvements), Project No. 1399
WHEREAS, it has become necessary to execute Amendment No. 2 to
said contract to include an increased scope of work and revised maximum
fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
Article I of the Contract is amended to include the additional
engineering services specified in a proposal letter dated September 21,
2011, a copy of which is attached hereto and incorporated herein. The
cost to City for the additional design services to be performed by
Engineer total $10,500.00.

Article II of the Contract is amended to provide for an increase
in the maximum fee to be paid to Engineer for all work and services
performed under the Contract, as amended, so that the total fee paid by

the City of all work and services shall not exceed the sum of
$250,405.87.

Scope of Work
+ The scope of work for construction phase services is summarized below. We
anticipate that the construction phase services contract for engineering services
will be a not to exceed reimbursable agreement. The following work items are
estimated assuming a one -hundred -twenty (150) calendar day construction period.

These items as well as others, which are deemed necessary, may be added at a later

SUBJECT: Authorize an Engineering Services Agreement with Jacobs Engineering Group, Inc., in the
Amount of $229,337.19 for the Design of Grading, Drainage and Fill South of Runway 35
and Adjacent to Lincoln Avenue at the South End of Fort Worth Meacham International
Airport and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the use of revenue derived from gas well drilling on City -owned airports in the amount of
$229,337.19 for the design of grading, drainage and fill south of Runway 35 and adjacent to Lincoln
Avenue at the south end of Fort Worth Meacham International Airport;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airports Gas Lease Project Fund in the amount of $229,337.19, from available funds; and
3. Authorize the City Manager to execute an Engineering Services Agreement with Jacobs
Engineering Group, Inc., in the amount of $229,337.19 for the design of grading, drainage and fill
south of Runway 35 and adjacent to Lincoln Avenue at the south end of Fort Worth Meacham
International Airport,
DISCUSSION:
In 1996, the City of Fort Worth Aviation Department began acquiring residential properties in the area
south of Runway 35 and west of Lincoln Avenue. This land acquisition was supported through noise
mitigation grants from the Federal Aviation Administration. To date, approximately $11,000,000.00
has been expended to acquire 132 properties. Currently, this area is vacant and represents an area
for potential compatible development and a source for fill areas for hangar development.
An area east of Lincoln Avenue and north of Hangar 45S consists of a debris hill composed of
concrete and asphalt rubble that currently is overgrown and needs to be regraded. An open drainage
ditch also exists and currently extends through this site to the southwest. This area represents one of
the few remaining potential sites for the development of hangars at Meacham Airport. Development
of this area requires the design and construction of drainage, grading and fill to prepare pad sites for
future hangars.
Jacobs Engineering Group, Inc., (Jacobs) was selected to provide a proposal for the design of
improvements to these areas based upon their current contract to design improvements to Runway
16-34 and grading of the runway safety areas. Jacobs has proposed a fee of $229,337.19 for
engineering services through the design, bidding and construction phases. Staff recommends
proceeding with design and improvements funded by revenue derived from natural gas well leases on
City -owned airport properties.
Jacobs Engineering Group, Inc., f/k/a Carter & Burgess, is in compliance with the City's M/WBE
Ordinance by committing to 18 percent M/WBE participation. The City's goal on the project is 18
percent.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Airports Gas Lease Project Fund.
