HomeMy WebLinkAboutOrdinance 26666-01-2024Ordinance No. 26666-01-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN AN AMOUNT UP TO (1) $1,380,570.43, SUBJECT TO RECEIPT OF THE GRANT, AND (2) $207,085.57 AS A TRANSFER FROM THE GENERAL CAPITAL PROEJECTS FUND TO SATISFY THE CITY'S MATCH REQUIREMENT, FOR THE PURPOSE OF FUNDING THE FISCAL YEAR 2022 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM — OPERATIONS AND SAFETY GRANT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund, in an amount up to (1) $1,380,570.43, subject to the receipt of the grant, and (2) $207,085.57 as a transfer from the General Capital Projects Fund to satisfy the City's match requirement, totaling $1,587,656.00, for the purpose of funding the Fiscal Year 2022 Assistance to Firefighters Grant Program — Operations and Safety Grant. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for and authorize the execution of a grant agreement with the Department of Homeland Security - Federal Emergency Management Agency under the Fiscal Year 2022 Assistance to Firefighters Grant Program - Operations and Safety Grant, in the amount of $1,380,570.43; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of (a) $1,380,570.43, subject to receipt of a grant from the Department of Homeland Security - Federal Emergency Management Agency, and (b) with $207,085.57 transferred from the Insurance Truck Replacement project (City Project No. 102993) within the General Capital Projects Fund to satisfy the City's 15% match requirement, totaling $1,587,656.00 for the purpose of funding the Fiscal Year 2022 Assistance to Firefighters Grant Program - Operations and Safety Grant. DISCUSSION: The Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) provides Fire Operations and Safety Grants as part of the Assistance to Firefighters Grant (AFG) Program. These grants are intended to support projects that enhance the safety of the public and firefighters from fire and related hazards. The DHS recently notified the Fort Worth Fire Department (FWFD) that its application for financial assistance submitted under the Fiscal Year 2022 AFG Program had been approved in the amount of $1,380,570.43. As a condition of this award, the City is required to contribute a 15% cost match in the amount of $207,085.57, for a total project cost of $1,587,656.00. This grant will be used to fund the purchase of a Mobile Command vehicle designed and equipped to align with FEMA's resource requirements for a Type 2 Mobile Communications Center. Matching funds are available in the Fire Department's Capital Fund from the insurance proceeds related to the total loss of the previous Mobile Command Vehicle (City Project No.102993). Approval of this Mayor and Council Communication will ratify the application for the Fiscal Year 2022 Assistance to Firefighters Grant Program. In addition to authorizing the acceptance of this award, approval will also authorize transfer of matching funds in the amount of $207,085.57 from the Capital Fund to the Grants Operating Federal Fund. Indirect costs are not applicable to this grant, and no salaries will be supported by this grant. The performance period of this grant is anticipated to end September 2025. The Fire Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
