With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:04 p.m. on Tuesday,
January 9, 2024, in the City Council Conference Room 2020 of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Upcoming and Recent Events
City Manager Cooke called on Assistant City Manager Valerie Washington who
introduced Fire Chief Jim Davis, Police Chief Neil Noakes and Craig Trojacek who
provided an update on the Sandman Hotel explosion.

b. Organizational Updates and Employee Recognition(s)
City Manager Cooke announced Mark McDaniel as the new Deputy City Manager and
Christianne Simmons as the FWLab's new Chief Transformation Officer.
City Manager Cooke called on Assistant City Manager Jesica McEachern to introduce
Midori Clark as the new Library Director.
City Manager Cooke called on Assistant Library Director Marilyn Marvin to recognize
the Library employee who received an award for Amplify817.
City Manager Cooke called on Chief Neil Noakes to announce the upcoming
retirement of Assistant Police Chief Joseph M. Sparrow after 28 years of service.

Council Member Flores requested staff to evaluate if it is feasible to add
childcare facilities to alcohol distance checks.

9. City Council Requests for Future Agenda Items and/or Reports
Council Member Beck and Council Member Martinez requested a presentation on noise
ordinance by zoning district; what buffers look like between zoning districts; what noise
looks like in the entertainment zones; methods other cities use to report noise violations
other than calling 911; how police officers on patrol can respond to violations without a
complaint.
Council Member Flores requested staff to look at ways to incentivize developers to build
dog parks in multi -family housing to encourage residents to adopt pets.
Mayor Pro tern Bivens requested a report on fireworks over the last five years, including a
heat map of hot spots across the City.

There being no further business, Mayor Parker adjourned the meeting at 5:58 p.m.
