TO CITY SECRETARY CONTRACT No. 54683
WHEREAS, the City of Fort Worth (CITY) and Hazen and Sawyer, Inc.,
(ENGINEER) made and entered into City Secretary Contract No. 54683, (the
CONTRACT) which was authorized on the 22 day of September, 2020 by M&C
20-0701 in the amount of $ 920,150.00; and
WHEREAS, the CONTRACT was subsequently revised by Amendment No.l in
the amount of $1,336,736.00 authorized by M&C 21-0585 on August 17, 2021
and Amendment No.2 in the amount of $1,047,260.00 authorized by M&C
22-1046 on December 23, 2022; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Village Creek Water Reclamation Facility Digester Mixing, Flare and
Dome Improvements; and
WHEREAS, it has become necessary to execute Amendment No. 3 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $84,800.00.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $3,388,946.00.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Dear Ms. Abbe:
Please see enclosed Amendment No. 3 for the Village Creek WU Digester Mixing, Flare and Dome
Improvements Project. The additional services to be provided include additional structural design and
inspection services required based on unforeseen underground utilities for the mixing pumps and chiller
pads, as well as cold weather coating application of the digester domes.
Hazen and Sawyer proposes to revise the scope of services based on the attached scope of services for the
additional of $84,800.00.

AMENDMENT NO.3 TO DESIGN SERVICES FOR
VILLAGE CREEK WATER RECLAMATION FACILITY
DIGESTER MIXING, FLARE, DOME IMPROVEMENTS

The scope set forth herein defines the additional work to be performed by the ENGINEER in
completing the project. This scope amendment reflects changes to the original Scope of
Services agreed upon by the ENGINEER and the CITY. Both the CITY and ENGINEER
have attempted to clearly define the work to be performed and address the needs of the
Project.
ADDITIONAL WORK TO BE PERFORMED
ENGINEER will perform the following additional tasks to the scope of work:
Task 7: Structural Design from Unforeseen Conditions
1. Redesign six concrete pump pads based on unforeseen underground utilities for
Digesters Nos. 1 - 6.
2. Redesign two water chiller pads based on unforeseen underground utilities.
3. Design and details for structural steel framing repairs on the interior underside of the
digester domes.
4. Additional site visits for structural inspection of underside of dome to accommodate
coating installation during cold weather.
TASK 7. STRUCTURAL DESIGN FROM UNFORESEEN CONDITIONS
7.1. Concrete Pump Pad Redesign
• ENGINEER will revise and reissue the design of six concrete pump pads based
on unforeseen underground utilities for Digesters Nos. 1 - 6. Work includes:
o Drafting as -built utility drawings from the Contractor for each of the six
pump pads.
o Revising structural drawings for each of the six pump pads to miss
existing unforeseen utilities.
7.2 Concrete Chiller Pad Redesign
• ENGINEER will revise and reissue the design of two concrete pump pads based
on unforeseen underground utilities for two digester gas dryer systems. Work
includes:
o Drafting as -built utility drawings from the Contractor for two chiller
pads.

o Revising structural drawings for two chiller pads to miss existing
unforeseen utilities.
7.3 Digester Dome Structural Steel Repair Design
• ENGINEER will design and provide details for structural steel framing repairs on
the interior underside of the digester domes.
Dome Drawings Revisions update the digester cover demolition and proposed
drawings to identify visible appurtenances that are to be demolished and/or
relocated. ENGINEER will also revise walkway layout to the proposed
appurtenances layout. ENGINEER will provide details for removing and installing
cover plates for appurtenances that are less than or equal to 8 inches in diameter
and for appurtenances that are greater than 8 inches in diameter.
7.4 Additional Structural Inspection Site Visits
ENGINEER will perform additional structural site visits (up to 30 site visits at 5
hours per visit, as needed) to inspect portions of the underside of the dome after
the coating installer has blasted the underside clean. Increase inspection is
required during cold weather when the coating needs to be applied the same day
of the clean blast. Contractor anticipates 15 site visits required per dome during
cold weather. This scope includes inspection of 2 digester domes at this
inspection frequency.
ASSUMPTIONS
• Each site visit has an estimated duration of 5 hours.
• Estimated 15 site visits per dome.

A. PDF drawing of revised design of pump pads for Digester 1 - 6.
B. PDF drawing of revised slab design for chiller system.
C. PDF drawings of dome repairs.
