AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT
TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $90,000.00, FOR THE
PURPOSE OF FUNDING PARTICIPATION IN THE TARRANT COUNTY
HUMAN TRAFFICKING TASK FORCE; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF 'PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION I.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of the grant, in the amount up to $90,000.00, for the purpose of
funding participation in the Tarrant County Human Trafficking Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.

(ALL) Authorize Acceptance of Funding in an Amount Up to $90,000.00, Authorize Execution of an Interlocal Agreement with Tarrant County
Human Trafficking Task Force for Three Years, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Interlocal Agreement with Tarrant County to participate in the Tarrant County Human Trafficking Task Force for
three years;
2. Authorize the acceptance of federal grant pass through funding for the Tarrant County Human Trafficking Task Force in an amount up
to $90,000.00 ($30,000.00 peryear); and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in an
amount up to $90,000.00, subject to the receipt of grant, for the purpose of funding participation in the Tarrant County Human Trafficking Task
Force.
DISCUSSION:
The City of Fort Worth has been an active participant in the Tarrant County Human Trafficking Task Force (Task Force) since 2016. The Task Force
uses coordinated and cooperative enforcement, and crime prevention techniques and technology to investigate and combat human trafficking. The
Task Force is grant -funded through the United States Department of Justice, Office of Victims of Crimes, Enhanced Collaborative Model Task
Force to Combat Human Trafficking Grant. The City of Fort Worth is a sub -recipient of the grant.
Currently, seven municipal police agencies participate in the Task Force and are partially reimbursed for their participation. The Fort Worth Police
Department will use the funds for overtime in an amount up to $90,000.00 ($30,000.00 per year). The grant funds will reimburse the detectives' and
officers' overtime salary, including fringe benefits.
With the approval of this Mayor and Council Communication (M&C), the City will execute an interlocal agreement with Tarrant County to continue its
participation in the Task Force. This M&C also authorizes the City to accept grant funds for the Task Force, which will be appropriated in
accordance with the attached ordinance.
Indirect costs are not allowable expenses under this Interlocal Agreement. This is a reimbursement grant.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Tarrant
County
FISCAL INFORMATION ! CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the
Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
