HomeMy WebLinkAboutOrdinance 26738-02-2024Ordinance No. 26738-02-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $850,000.00, FOR THE PURPOSE OF FIRE TRAINING EXPENDITURES AND OPERATING COSTS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Other Fund, for the purpose of Fire training expenditures and operating costs, subject to the receipt of the grant, in the amount up to $850,000.00. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in fuII force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to execute an Interlocal Agreement between Tarrant County College District and the City of Fort Worth for Emergency Medical Service Training; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount up to $850,000.00, for the purpose of Fire training expenditures and operating costs. DISCUSSION: This agreement permits the Tarrant County College District (TCCD) and Fort Worth Fire Department (FWFD) to utilize the TCCD Emergency Medical Services (EMS) Program and the City of Fort Worth's Bob Bolen Public Safety Center (BBPSC) as dual agency facilities aimed at creating synergy and developing a Tarrant County enhanced Emergency Medical Service (EMS) training partnership. This agreement is to assist the City, acting by and through FWFD, in the development and implementation of a training program that provides FWFD employees with opportunities to pursue EMS training, higher education, certification classes, and receive college credit for instruction completed. This also allows TCCD to remit to the City payment for FWFD costs related to EMS/educational and instructional expenses from training FWFD staff, not to exceed $150,000.00 per year. Without this program, these necessary costs would still be expended but the City would not receive compensation. Compensation will be calculated at 30% of the State's reimbursement schedule for public community colleges and shall be paid out on a quarterly basis for the amount of contact hours for that quarter. This revenue will be used by FWFD to support and maintain EMS training functions at the BBPSC. An appropriation of $850,000.00 will permit the receipt and expenditure of revenue for multiple years without requiring further Council action. The FWFD will provide facility usage at the BBPSC and instructional staff. Instructional staff from the FWFD will meet the minimum qualification standards of TCCD, Texas Department of State Health Services, and, when applicable, the Texas Higher Education Coordinating Board and the Southern Association of College and Schools for designation by TCCD as adjunct faculty. The revenue collected from this partnership will be collected in the Grants Operating Other Fund. Since no City salaries will be charged against the amounts collected, indirect cost recovery does not apply. This agreement will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Tarrant County College District ISCAL INFORMATION 1 CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available, as appropriated, in the Grants Operating Other Fund. The Fire Department will be responsible for the collection and deposit of funds due to the City.
