AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE 2014 BOND PROGRAM FUND, BY INCREASING
ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE NORTH BEACH
STREET AT CHAMPIONS VIEW PARKWAY TRAFFIC SIGNAL PROJECT
(CITY PROJECT NO. 105374) IN THE AMOUNT OF $2,000,000.00 AND
DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE 34014
APPROP PROJECT (CITY PROJECT NO. U34014) BY THE SAME AMOUNT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be adjusted estimated receipts and appropriations in the 2014
Bond Program Fund, by increasing estimated receipts and appropriations in the North Beach Street at
Champions View Parkway Traffic Signal project (City Project No. 105374) in the amount of $2,000,000.00
and decreasing estimated receipts and appropriations in the 34014 Approp project (City Project No. U34014)
by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 10) Adopt Appropriation Ordinance to Fund the North Beach Street at Champions View Parkway Traffic Signal Project and Amend the Fiscal
Years 2024-2028 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting appropriations in the 2014 Bond Program Fund by increasing appropriations in the
North Beach Street at Champions View Parkway Traffic Signal Project (City Project No. 105374) in the amount of $2,000,000.00 and by
decreasing appropriations in the 34014 Approp Only project (City Project No. U34014) by the same amount; and
2. Amend the Fiscal Year 2024 2028 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to appropriate funding for the North Beach Street at Champions View Parkway
Traffic Signal Project (City Project No. 105374). Recent development in the north area of Fort Worth has created anew connection from North
Beach Street to State Highway 170, which will significantly increase the need for traffic controls at the intersection of North Beach Street at
Champions View Parkway. The City of Fort Worth is partnering with Hillwood Development to deliver the signal improvements at this intersection.
Hillwood will complete design at their expense and provide the City with construction documents for the City to implement the project.
These funds will be used for construction of the new traffic signal and associated improvements including pavement modifications, Right -of -
Way acquisition, utility relocations, project management, inspections, testing and close-out.
The scope of the project includes construction of a new traffic signal at the intersection of North Beach Street at Champions View Parkway
including accessible pedestrian signals (APS), Americans with Disabilities Act (ADA) ramps and pavement modifications to the left turn lanes to
improve safety by increasing sight distance for turning movements.
In order to expedite construction, the City will utilize an on -call construction contractor. Construction is anticipated to begin in the Spring of 2024.

Funding for this project was not included in the Fiscal Years 2024-2028 Capital Improvement Program (CIP) because this project was not
contemplated at the time of CIP development. The actions in this M&C will amend the Fiscal Years 2024-2028 Capital Improvement Program as
approved in connection with Ordinance 26453-09-2023. Funding is budgeted in the 2014 Bond Program Fund for the purpose of funding the N
Beach St. at Champions View project.
This project is located in COUNCIL DISTRICT 10.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that funds are currently available in the 34014 APPROP ONLY project within the 2014 Bond Program Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the 2014 Bond
Program Fund for the N Beach St. at Champions View project. Prior to an expenditure being incurred, the Transportation & Public Works
Department has the responsibility of verifying the availability of funds.
