AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF 53,000,000.00, UPON RECEIPT OF A
GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS
FOR THE COMMUNITY SERVICES BLOCK GRANT AMERICAN RECOVERY AND
REINVESTMENT ACT OF 2009, FOR THE PURPOSE OF SUPPORTING
EMPLOYMENT-RELATED SERVICES AND ACTIVITIES THAT CREATE AND SUSTAIN
ECONOMIC GROWTH; PROVIDING FOR A SEVERABIL(TY CLAUSE: MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES: REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition fa those amounts allocated to the various City departments for Fiscal Year 2008-2009, there
shalt also be increased estimated receipts and appropriations in the Grants Fund in the amount of
53,000,000.00, upon receipt of a grant from the Texas Department of Housing and Community Affairs for
the Community Services Block Grant American Recovery and Reinvestment Act of 2009, for the purpose of
supporting employment-related services and activities that create and sustain economic growth.
SECTION 2.
That should any portion, section ar part of a section of this ordinance be declared invalid, imperative ar void
for any reason by a court of competent jurisdiction, such decision, opinion or judgmenk shall in m way
impair the remaining portions; sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full farce and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the samo except in thoso instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instame said conflicting previsions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shard take effect upon adoption.

Authorize Grant and Contract with the Texas Department of Housing and Community Affairs far
Community Services Block Grant American Recovery and Reinvestment Act Funds of Up to a Total of
$3,D04,OOD.DO from August 1, 2DD9, through September 30, 241D, Authorize Interfund Loan, Waive Indirect
Costs and Adopt Appropriation Qrdinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept a grant and execute a contract with the Texas Department of
Housing and Community Affairs in an amount up to $3,OOD,400.OD for the Community Services Black
Grant American Recovery and Reinvestment Act of 2DD9;
2. Authorize anon-inteeest bearing interfund loan From the General Fund to the Grants Fund in the amount
of $3DO,flOD.DO for interim financing of this grant project, pending contract execution;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $3,fl40,004.00; and
4. Waive indirect costs associated with administration of this grant program
DISCUSSION:
The Texas Department of Housing and Community Affairs has notified the Gity that funds in the
Community Services Block Grant (CSBGj Program under the American Recovery and Reinvestment Act
of 2009 are available to eligible entities. Up to $3,D40,DOD.00 has been appropriated for the City. The
funds will be available from August 1, 2049, through September 30, 2010. The program will be
implemented through the Community Seruices Division of Parks and Community Services Department.

The Program will provide a wide range of innovative employment-related services and activities tailored to

- Housing related assistance, including rent, if assistance needed in order to work, attend trade
school, college or a university; and
- Resources allocated for educational expenses as it relates to gainful or sustainable emp(ayment.
This program services ALL COUNCIL DISTRICTS.
FISCAL INFORMATION l CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
award of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund. Funds wiil be reimbursed by grantor after
expenditures are made. Upon execution of the grant contract, the interim interfund loan will be reimbursed
to the General Fund.
