Home My WebLink AboutOrdinance 26779-03-2024Ordinance No. 26779-03-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $10,186,221.00, TRANSFERRED FROM AVAILABLE FUNDS IN THE WATER AND SEWER FUND, FOR THE PURPOSE OF FUNDING THE WATER AND SANITARY SEWER REPLACEMENT, CONTRACT 2021 WSM-C PROJECT (CITY PROJECT NO. 103500); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $10,186,221,00, transferred from available funds in the Water and Sewer Fund, for the purpose of funding the Water and Sanitary Sewer Replacement, Contract 2021 WSM-C project (City Project No. 103500). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Schultz, Inc. dba Circle C Construction Company, in the Amount of $10,357,458.00, for Water and Sanitary Sewer Replacement, Contract 2021 WSM-C Project, Amend Transportation & Public Works Department's Fiscal Years 2024- 2028 Capital Improvement Program and Adopt Appropriation Ordinances to Effect a Portion of Water's Contribution to the Fiscal Years 2024- 2028 Capital Improvement Program RECOMMENDATION: It is recommended that the City Council: 1. Authorize execution of a contract with William J. Schultz, Inc. dba Circle C Construction Company, in the amount of $10,357,458.00 for Water and Sanitary Sewer Replacement, Contract 2021 WSM-C project; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $10,186,221.00, transferred from available funds within the Water and Sewer Fund, for the purpose of funding the Water and Sanitary Sewer Replacement, Contract 2021 WSM-C project (City Project No. 103500) and to effect a portion of Water's contribution to the Fiscal Years 2024-2028 Capital Improvement Program; 3. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Projects Fund by increasing estimated receipts and appropriations in Water and Sanitary Sewer Replacement, Contract 2021 WSM-C project (City Project No. 103500) in the amount of $1,165,561.00, and decreasing estimated receipts and appropriations in the Contract Street Maintenance programmable project (City Project No. P00020) by the same amount; and 4. Amend the Transportation & Public Works Department's Fiscal Years 2024-2028 Capital Improvement Program. DISCUSSION: This Mayor & Council Communication (M&C) is to authorize execution of a construction contract for the replacement of cast iron water and deteriorated sanitary sewer mains as indicated on the following streets and easements: Street From To Scope of Work Westridge Avenue Camp Bowie Boulevard Vckery Boulevard Water/Sewer Edgehill Road Sealands Lane Westridge Water/Sewer Avenue Ridgeway Westridge Avenue Winthrop Water Street E. Easement north 160 feet south of the 550 feet of Ridgeway Ridgeway Street 1 Westridge southeast Water Street Avenue Intersection Additionally, asphalt pavement rehabilitation will be conducted on all the roadways subsequent to the water and sanitary sewer main replacement. The Water Department's share of this contract is $9,308,253.00, and the Transportation & Public Works Department's share of the contract is $1,049,205.00. The project was advertised for bids on November 30, 2023 and December 7, 2023, in the Fort Worth Star -Telegram. J In addition to the contract amount, $632,473.00 (Water: $445,932.00; Sewer. $122,645.00; Paving: $63,896.00) is required for project management, material testing and inspection, and $361,851,00 (Water: $234,033.00; Sewer: $75,358.00; Paving: $52,460.00) is provided for project contingencies. The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. Approximately 10,037 linear feet of cast iron water pipe will be removed and replaced as part of this project. This project will have no impact on the Transportation & Public Works' or the Water Department's operating budgets when completed. Funding for this project was not included in the FY2024-2028 Capital Improvement Program (CIP) because Transporatfon & Public Works Department amounts for the project were unknown at the time of CIP development.
