Background
In March, 1981, City Council approved $500,000 of CDBG funds for the design of
nineteen (19) streets. These streets were the first streets identified in a
three year program for street improvements in the inner city. The three year
program established a matching of funds effort using Capital Improvement Bonds
(CIP) and Community Development Block Grant (CDBG). Through this matching effort
the City Council intended to coordinate improvement activities in the inner city
area to maximize the limited funds available. The cost of the Inner City Street
Project totals 9 million dollars, with this amount shared equally with CIP and
CDBG funds.
As the first nineteen street projects were being let for design contracts, the
Departments of Planning, Public Works, and Housing and Community Development
began work on putting the three year program together. Public Works sent
engineers into each of the CDBG Special Emphasis Areas to complete site survey's
of all the streets. While Public Works completed its task, the Planning
Department met with Neighborhood Advisory Councils to obtain input from them on
which streets they thought needed repair. In addition to discussions with
Neighborhood Advisory Council's, Planning staff reviewed special need areas
adjacent to schools, Community Centers, and Parks. Housing and Community
Development Staff serve as the facilitator in getting a consolidated list of
streets established.
In an Informal Report dated July 15, 1982,the Three Year Program was presented to
City Council. The final program represented comments from the citizens in the
SEA's and various City Departments. The streets were then earmarked for the Bond
Program which was later approved by the voters.
IMPLEMENTATION
Design
Design of the streets was originally set to be designed by a consultant
engineering firm and to be totally funded by CDBG. However, during the initial
selection process of the Engineering firms it was discovered that due to other
projects being bid, local engineering firms were near their capacity. At this
time staff from Housing & Community Development Department began to work with
staff from Public Works to develop an in-house design team. It was estimated that
the design team could reduce design costs by approximately 50% as well as having
design complete when construction funds became available. This projected saving
is still being studied.
Construction
The plan which identified which funds, CIP or CDBG, were to be used for street
construction has not been altered. However, modification in the period of
construction for the streets may have been altered as a result of time lags due
to right-of-way issues or utility reallocation problems.
