Currently, there are several depart- ments in the Municipal Building located in restricted areas due to the lack of sufficient office space. For example, the Water Department's Customer Service Division has their fire lanes blocked with desks, par- titions and other furnishings. Most of the Cable Operation is located in the fire lane. On several occasions, the general public has had to wait in the open area to discuss complaints with Environmental Control that is presently located at the north entrance of the Municipal Building. In addition, security for records, office equipment, and other sensitive items is almost impossible to obtain because of the shortage of suitable office space. In the 1982-84 Capital Improvements Program, Proposition No. 4 provided $1.9 million for development and completion of the Municipal Building's third floor. Presently, there are four departments located on the par- tially completed third floor: Finance, Management Services, Internal Audit, and Real Property. About 38,000 square feet of space on the third floor remains undeveloped. Because of the departmental overcrowding experienced over the years and its adverse impact on efficiency and effectiveness, plans have been made to use the PSB as a short-term, in-house solution to eliminate crowding problems and improve the current office environment. City departments will move and relocate in both the PSB and the Municipal Building. To maximize the use of the PSB, some basic improvements are necessary. Installation of carpet, painting and other minor repairs should be made before departments relocate to the Public Safety Building. Attached are the planned departmental space allocations, most of which will occur when the Police Department moves to the new facility (see Attachment A) . All departments will occupy more space than they are currently assigned. Several options were considered in order to minimize the cost of relocations, however, using in-house employeees in combination with sane outside contractors has been determined to be the most cost effective method to transfer departments in a reasonable length of time. This savings is a result of projected six months of utility Costs for the new facility. The next step in developing a permanent, long-tern solution to office space needs would require that a Comprehensive master plan be developed by an architect detailing space utilization for the entire municipal builing, including the third floor. A master plan would provide the information necessary to make decisions regarding the third floor development and provide alternative strategies to resolve other space problems. While a master plan is being developed, several other issues should be analyzed. The City and County have previously considered joint construction of a City/County courts building. The future use of the PSB should also be considered. other issues that affect long-tern space needs include the I-30 expansion and the Park and Recreation Department's space requirements when their present location is no longer available for municipal use.
