�rEX C, Subject: PROP ED REVISION OF CITY PERSONNEL RULES AMID
e REGU TIONS
After more than twenty-four months of work a major revision of the
City's Personnel Rules and Regulations has been completed. Many
recommendations submitted by departmental managers, employee groups and
the Department of Law have been incorporated in the new edition.
A first draft was reviewed by the City' s Personnel Advisory Committee
which includes representatives from all major City departments. A
Management Review Committee comprised of Library Director Linda Allmand;
Development Director Joe Bilardi; Housing and Human Services Director
Ramon Guajardo; Assistant to the City Manager Libby Lanzara;
Transportation/Public Works Director Gary Santerre; Personnel Director
Charlie Shapard; and Public Health Director, Dr. B. Brooks Taylor, then
reviewed the first group's comments and recommendations and developed a
second draft.
This draft then was distributed in all City departments, to employee
organizations, and placed in branch libraries for employee review.
During the sixty-day review period (October - November, 1983)
approximately twenty-five written responses which addressed at least
fifty of the ninety policies were received. The Review Committee met on
several occasions and concluded its deliberations in December, 1983.
The final proposed policies now are ready for Council consideration.
The clarity, flexibility, and utility of the Personnel Rules and
Regulatons have been improved through a change in format and indexing.
Previously, changes in Personnel policies were made by Administrative
Regulations which were issued separately from the Personnel Rules and
Regulations volume; this caused confusion at times. The maintenance of
personnel policies within departments was difficult under this system.
The new format will eliminate this problem. All Personnel Rules and
Regulations will be contained in one volume, and future revisions will
involve the replacement of individual pages within the volume.
In order to expedite the Council's review of the proposed rules and
regulations, new policies and past policies which contain significant
alterations have been identified and the changes summarized in an
attachment to this report. The policy manual with appendices contains
more than 300 pages and will be available for review at the Pre-Council
Meeting on February 21, 1984. A copy of the draft manual was
distributed to Cbuncilmembers at the beginning of the review period.

Fbllowing Council approval, several hundred copies of the Personnel
Rules and Regulations will be distributed to City departments. On-site
orientation and explanation sessions will be conducted to inform staff
about those policies that have been revised.
