HomeMy WebLinkAboutIR 6916 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 6916 N�,RTf RfO �ejjEx��-E40Rl To the Mayor and Members of the City Council March 8, 1984 u Subject: PROJECT "YO SOY" '073 During the summer and fall of 1982, the Fbrt Worth Independent School District (FWISD) and the City of Fort Worth collected information which indicated that youth gang activities were occurring in Fbrt Worth, pre- dcmi.nantly in the Diamond Hill and Northside neighborhoods. Neither the seriousness of the problem nor the number of youths involved was known. A meeting was called on November 18, 1982 with representatives from the City Manager's office and FWISD staff to discuss this problem. A task force was appointed to study the problem and identify possible ways to address the youth gang problem. The task force reported that sufficient evidence indicated that problems involving youth were increasing in the Diamond Hill/Northside areas. Furthermore, youth groups, or "gangs", were identified by name, meeting places, and territory. The task force recommended that specific steps be outlined to address the youth problems and that the entire community be involved in addressing these problems. In response to the task force reccomendations, the Fort Worth Police Department submitted an application to the Criminal Justice Department ( of the Governor's Office for funds to establish a Juvenile Gang Unit within the Youth Division of the Police Department. The City's Housing and Human Services Department received funds from the Community Development Block Grant Jobs Bill to implement a two-year program and a portion of the CDBG funds were used to provide additional funds for the Juvenile Gang Unit. The Fbrt Worth Independent School District assigned a school employee to work in the schools located in the Diamond Hill area. Implementation of Project "YO SOY" officially began with a press confer- ence held by the Mayor, School Board Vice President, Superintendent of the FWISD, City Manager, and the Chief of Police, where the objectives of the project were outlined. "YO SOY" is Spanish for "I am' and it is the acronym for "Youth Organized to Serve Our Youth." Project "YO SOY" is based on the concept that the problems faced by the youth of our com- munities, can only be solved by a collaborative effort by the FWISD, City of Fort Worth, service-providing agencies, the business community, and the citizens. The Board of Trustees of the Tarrant County Youth Collaboration which is made up of over fifty youth-serving agencies, voted to work with Project "YO SOY." The Collaboration has established an agency committee to develop strategies to increase the level of services in the North- side/Diamond Hill area. Review current procedures which address the problems experienced by youth and identify barriers which prohibit the full solution to the problems; B. Improve the neighborhood image; C. Encourage the business ca munity's involvement in employment and capital investment decisions which may aid in the solution to problems; D. Assist in identifying resources for projects which are needed to address the problems; E. Support the establishment of a treatment center for inhalant abusers. The Advisory Council has divided these objectives among three cannittees to develop activities to achieve the approved objectives. The City Council will be kept informed about issues that are discussed and activities that are being implemented. Additional information will be provided upon request. Robert L.
