\r/Ev�zXV\A'/y/ Subject: YEAR X COMMUNITY DEVELOPMENT BLOCK GRANT BUDCET
Introduction
The Housing and Community Development Act of 1977, as amended, provides
a block of monies to local governments to finance projects that are
locally determined and meet the rules and regulations governing the Act.
The type of projects which are eligible include physical construction of
neighborhood improvements, social programs which are located in target
areas and primarily benefit low and moderate-income persons, and housing-
related projects. The U.S. Department of Housing and Urban Development has
informed the City of the availability of $5,887,000 for Tenth Year Community
Development Block Grant program period, June 1, 1984 through May 31, 1985.
Budget Process
Preparing the annual CDBG budget requires working with neighborhoods located
in the Target Areas. Neighborhood Advisory Councils (NACs) have expressed
their views on the priority needs of their neighborhoods. Special Emphasis
Area Strategies were prepared by Planning staff for the seven SEAs, in
coordination with each of the seven NACs. The priorities for the Tenth
Year CDBG application to Housing and Urban Development (HUD) are listed
as follows:
1. Housing;
2. Economic Development;
3. Community Facilities;
4. Social Services; and,
5. Image.
Using these priorities, staff developed a budget which was presented to the
Community Development Council on March 13, 1984.
In order to provide City Council time to review the proposed CDBG budget
prior to taking action, the proposed budget is attached and presented for
information only. The City Council will be requested to approve the final
budget by April 17, 1984, so that an application can be submitted to HUD
by April 30, 1984.
