Subject: ENFORCEMENT OF JUNK DEALERS ORDINANCE
A few weeks ago, the Police Department completed an analysis of stolen
property from business and residential burglaries, thefts, auto thefts,
and shoplifting. The study revealed some major problems with some local
pawn shops dealing in stolen property.
The Police Department decided to strictly enforce the Junk Dealers
Ordinance and letters were sent to all licensed junk dealers informing
them of this decision.
Since mailing the letters, meetings have been held between Police, City
Attorney, and City Manager staff and we believe since the ordinance has
not been amended in many years, a thorough review should be made of the
existing ordinance and requirements. We also recommend that enforcement
of this ordinance be held in abeyance until our review is completed.
Unless directed otherwise by the City Council, the staff proposes to
select a committee comprised of representatives from the Police, City
Attorney, City Secretary, City Manager's Offices and someone representing
the Junk Dealers Association to review the ordinance and report our
recommendations back to the City Council in the next few weeks.
