On May 30, 1980 (M&C G-4548), the City Council approved the 1980-81
Capital Improvement Program which included design funds for the Cooks
Lane project. Construction funding in the amount of $5.5 million was
subsequently authorized in the 1982-85 C.I.P. Acquisition of needed
right-of-way has been underway since February, 1983. All right-of-way
from Brentwood Stair Finad north to the I-30 interchange area has been
secured. At the interchange area itself, property to acccnux)date the
access ramps has been acquired on all but the northwest quadrant.
Acquisition of this parcel is necessary in order to construct the inter-
change.
On June 27, 1984, a meeting was held involving City staff, Mr. Jim
Sowell (owner of the property), and Mr. Sowell's attorney regarding the
purchase of the property needed to construct the interchange. A pro-
posed settlement was tentatively reached and will be presented to City
Council in a separate Mayor and Council Corncaznication.
The City staff believes a basic policy question exists as to whether or
not the City should proceed with the construction of this interchange at
this time or defer the project for an indefinite period. Valid argu-
ments can be made for either option.
Postponement of the project is feasible for several reasons. The
existing Eastchase Parkway interchange located to the east of Cooks Lane
provides adequate access to I-30 and allows active developmnt in that
portion of east Lbrt Worth. Furthermore, traffic volumes are relatively
light in the area at this time.
On the other hand, the Cooks Lane interchange project and other Cooks
Lane improvements will have to be constructed eventually. The inter-
change would improve access to I-30 for those citizens living in the
Cook's Meadow Addition and would have some favorable impact on traffic
at the I-30/820 interchange. Construction of the project in the near
future is possible because voters approved the project in the last bond
election, and the interchange right-of-way dispute appears to be
resolved. However, with inflation at its current rate, a delay of even
a few months could jeopardize the City's ability to fund construction of
the south approach.
Provided below for City Council review is a current summary of the
funding available for this project. The staff will be available to
address any questions the City Council may have regarding this project.
