Background
Since the enactment of the Housing and Coru=ity Development Act of
1974, the City has funded a number of housing programs to improve the
housing stock for citizens of Fbrt Worth. For the most part, our
housing efforts have been fragmented and have not been coordinated well
with the private sector.
on May 1, 1984, Sam Garcia, Chairman of the Fort Worth lousing
Authority, addressed the City Council to express concern over the
increasingly severe problems Fort Worth faces in the housing area and
called for the creation of a Blue Ribbon Task Force to prepare a housing
plan for Fbrt Worth:
". . .Such a plan would complement other City planning efforts
and produce a blueprint for City initiatives with the private
sector. The Authority offers its assistance in working with
such a committee, though we must stress the need for you as
City policymakers to have this broadest outline of the needs
of Fort ;North's citizens and then develop a strategy for
meeting those needs.”
Also in 1982, the Cbrmittee for the Future of Fort Worth called for the
preparation of such a plan in one of their overall goal statements for
housing:
"That the City take lead responsibility in the development of
a conprehensive housing plan for Fort Worth, including
provision for its coordinated irplementation and periodic
assessment."
Acting in part upon this direction, the Community Development Council
and its Housing Sukxorrmittee have often urged preparation of a housing
plan designed to draw a variety of actors into the process of responding
at the local level to housing needs of Fort Worth residents,
particularly in the face of a steadily diminishing role in housing.

Prcposal
It is proposed that the City Council consider the creation and
appointment of a dousing Task Force whose mission would be to pursue
long-term, cost-effective means by which all residents of Fort Worth may
participate in the market for quality housing. The Task Force's charge
would be to create a concise policy document to guide both private and
public sector decision-makers in assuring the continued existence of a
viable and responsive housing market for all residents.
It is staff's recommendation that the Task Force, appointed by the City
Council, be dissolved once this core task is completed. The primary
activities undertaken by the Housing Task Force will include the
following:
1. Perform an assessment of Fort Worth's housing market, with
particular reference to:
- Problems or gaps in the present housing market which
render segments of the population unable to participate.
Included in this examination will be an inquiry into the
special problems faced by first-time ho mLbuyers.
- Geographic areas of Fort Worth which have been bypassed
by residential development, as well as developed areas
which have ceased to participate effectively in the
housing market.
2. Examine the issues of population growth in Fort Worth, as
they relate to the needs of those residents unable to
participate in the housing market.
3. Review existing plans, policy guidance documents, and
studies to assure that the Task Force's product
acknowledges and reflects previous efforts.
4. Review existing resources for achieving and maintaining
quality, affordable housing in Fort Worth, and determine
how these may be brought to bear more effectively in
strengthening the responsiveness of the housing market to
residents' needs.

Upon the corrpletion of the above listed activities, the Task Fbrce would
then undertake the following:
1. Prepare concise policy statements and objectives to
provide clear, consistent guidance to public and private
sector decision-makers.
2. Prepare short- and mid-range recormiendations on ways to
implement the policies and objectives.
Staff requests the guidance of the City Council in this matter before
proceeding further to lay the groundwork for establishment of the
Housing Task Fbrce.
