HomeMy WebLinkAboutIR 6957 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 6957 Jul 24 1984 Hof fORlyo To the Mayor and Members of the City Council Y eX Subject: APPOINTMENTS TO BOARD OF MWIAGERS OF EMERGENCY ,°'3 CON1 RMCATION DISTRICT The State Legislature, meeting in the recent special session, passed a bill which now authorizes the creation of an Emergency Ccaammication District in Tarrant County. A summary of the legislation (Senate Bill 17) was distributed to the Mayor and Councilmembers on July 12, 1984. Background The statute provides that the district is tentatively created by the appointment of a board of managers consisting of five voting members and one non voting member, as follows: 1-Voting member appointed by the Tarrant County Commissioners Court 2-Voting members appointed by the Fort Worth City Council 1-Voting member appointed by the Arlington City Council 1-Voting member appointed by the Mayor's Council of Tarrant County 1-DTon voting member appointed by the "principal service supplier" (Southwestern Bell Telephone Company) Board members are appointed for staggered terms of two years with three terms expiring each year. 'There is no limitation on the number of terms a member may serve. The six initial members will "draw lots" to deter- mine which appointees will serve the initial one- and two-year terms. The statute provides that board members are not entitled to conpensation for their services. The district is required to pay all reasonable ex- penses necessarily incurred by the board in performing its function. Fbllowing a successful election confirming its creation, the board, as the governing body, manages, controls, and administers the districts' affairs. It may exercise public and essential governmental functions necessary to carry out its statutory functions. Among other powers, the board is authorized to issue and sell bonds to finance the district's facilities and equipment. With the consent of participating jurisdictions, the board may also levy and collect a 9-1-1 emergency service fee, not to exceed 3 percent of the base rate for telephone service provided by the principal service supplier. The District is not fomally established until this action takes place. If additional information is needed, it will be supplied upon request. &?5bert L.
