SUBJECT: FIVE-YEAR UPDATE TO WATER CONSERVATION PLAN AND
DROUGHT CONTINGENCY/EMERGENCY WATER MANAGEMENT PLAN
As required by state law, Fort Worth Water is in the process of updating its Five -Year Water Conservation Plan and
the Drought Contingency and Emergency Water Management Plan. The Texas Commission on Environmental
Quality (TCEQ) and the Texas Water Development Board (TWDB) mandate these plans, requiring updates and
resubmission every five years. The recommended and updated plans are scheduled for consideration at the April
23, 2024, City Council meeting. Per the conditions of our uniform wholesale contract, wholesale customers are also
obligated to adopt mandatory measures contained within these plans. Accordingly, these updated plans have been
shared with our wholesale customers.
Five -Year Water Conservation Plan
The Five -Year Water Conservation Plan is a proactive plan that sets goals and targets for water conservation and
promotes the efficient use of water to extend water supplies as long as possible. TCEQand TWDB recognize the
need for water conservation and integrate these plans into broader resource management strategies where the
long-term planning needs of its regions are developed.
Fort Worth Water aims to reduce water consumption from the levels that would prevail without conservation
efforts, reduce the loss and waste of water, improve efficiency in the use of water, and document the level of
recycling and reuse in the water supply. This plan also strives to create a culture of responsible water usage among
residents, businesses, and wholesale customers. Fort Worth Water promotes conservation through extensive
public outreach and education campaigns, and encourages its customers to use water -saving products.
Drought Contingency and Emergency Water Management Plan
The Drought Contingency and Emergency Water Management Plan is designed to mitigate the impacts of water
scarcity and emergencies on our community. It is a reactive plan that sets water use reduction goals when the
water supply is running low and allows the utility to implement water restrictions during emergencies or situations
when demands are about to exceed the capacity to treat and/or deliver water. Its key objectives include:
• Establishing triggers and response to drought conditions and water supply and delivery shortfalls.
• Coordinating efforts among the water utility, local government agencies, and other responders during
water -related crises.
• Implementing temporary measures to reduce water consumption and maintain essential services during
emergencies.
• Enhancing communication and public awareness regarding drought conditions, water restrictions, and
emergency procedures.
These plans ensure the sustainability and reliability of Fort Worth's water supply. When followed, the plans allow
Fort Worth to withstand periods of scarcity and ensure water services to residents. The recommended plans thus
reflect Fort Worth's commitment to responsible water management and preparedness for potential challenges.
