Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund by increasing appropriations in the John T White and Sandy Lane Traffic Signal project (City Project No. 104002) in the amount of $150,000.00 and decreasing appropriations in the Traffic Signals programmable project (City Project No. PB0006) by the same amount; and 2. Amend the Fiscal Years 2024-2028 Capital Improvement Program. DISCUSSION: In June 2022, Mayor and Council Communication (M&C) 22-0539 authorized the execution of engineering services agreements for five new traffic signals. This project's scope includes the design and construction of a new traffic signal, including accessible pedestrian signals (APS), Americans with Disabilities Act (ADA) ramps, and median modifications at the intersection of John T White Road at Sandy Lane. Bean Electrical, Inc. has begun constructing the signal (CSC No. 58614). With the increase in prices for construction materials, current market conditions, and supply chain issues, the construction cost has increased considerably from the planning estimate. The additional funding appropriated with this M&C will cover the deficit for construction task orders, project management, and inspection services required during construction and close-out. The following table summarizes the funding for the John T White Road at Sandy Lane project: Fund II Existing Additional project Total u Funding Funding 1301 00 - General Capital Projects $650; 000.00 $0.00 $650,000.00 30108 - Transportation Impact Fee Cap $500,000.00 $0.00 $500,000.00 34014 - 2014 Bond Program I$60,000.00 $0.00 $60,000.00 34027 - 2022 Bond Program Project Total $0.00 $1,210,000.00 $150,000.00 $150,000.00 $150,000.00 $1,360,000.00 Funding for this project was not included in the Fiscal Years 2024-2028 Capital Improvement Program due to increased costs from the original estimate. The action in this M&C will amend the Fiscal Years 2024-2028 Capital Improvement Program as approved in connection with Ordinance 26453-09-2023. Funding is budgeted in the 2022 Bond Program Fund for the TPW Dept Highway & Streets Department for the purpose of funding the John T White & Sandy Traff Sig project. This project is located in COUNCIL DISTRICT 5. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that funds are currently available in the Traffic Signals programmable project within the 2022 Bond Program Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the 2022 Bond Program Fund for the John T White Rd & Sandy Traff Sig project. Prior to expenditures being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds. Submitted for Cily Manager's Office b .
