HomeMy WebLinkAboutResolution 5438-04-2024 (2)A Resolution NO. 5438-04-2024 AUTHORIZING EXECUTION OF A GRANTS AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR DESIGN AND ENGINEERING SERVICES FOR DRAINAGE INFRASTRUCTURE RELOCATION AND IMPROVEMENTS AT FORT WORTH SPINKS AIRPORT WHEREAS, the City of Fort Worth intends to make certain improvements at Fort Worth Spinks Airport; and WHEREAS, the general description of the project is described as: design and engineering services for drainage infrastructure relocation and improvements; and WHEREAS, the City of Fort Worth intends to request financial assistance from the Texas Department of Transportation for these improvements; and WHEREAS, the cost for design and engineering services is estimated to be $59,900.00, and the City of Fort Worth will be responsible for the ten percent (10%) local match for design and engineering services, in an amount up to $5,990.00; and WHEREAS, the City of Fort Worth names the Texas Department of Transportation as its agent for the purposes of applying for, receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: The City Manager or his designee is hereby directed and authorized to execute all contracts and agreements with the State of Texas, represented by the Texas Department of Transportation, and such other parties as shall be necessary and appropriate for design and engineering services for drainage infrastructure relocation and improvements at Fort Worth Spinks Airport. Goodall, City Secretary City of Fort Worth, Texas Mayor and Council Communication DATE: 04/23/24 M&C FILE NUMBER: M&C 24-0356 LOG NAME: 55FWS FY22 B1L AIRPORT INFRASTRUCTURE RESOLUTIONS SUBJECT (CD 8) Adopt Resolutions Authorizing the City Manager to Execute Grant Related Agreements with the State of Texas, Represented by the Texas Department of Transportation, for the Hangar Access Road and Drainage Improvements Projects at Fort Worth Spinks Airport RECOMMENDATION: It is recommended that the City Council authorize adoption of the attached resolutions, as required by the Texas Department of Transportation, authorizing the City Manager or his designee to execute all necessary contracts associated with design and engineering services for the Hangar Access Road and Drainage Improvements projects with the Texas Department of Transportation at Fort Worth Spinks Airport. DISCUSSION: The Texas Department of Transportation Aviation Division (xDOT) has advised the Aviation Department that funding has been allocated and will be issued for design and engineering services for the Hangar Access Road project (Hangar Access Road) and the Drainage Improvements project (Drainage Improvements) at Fort Worth Spinks Airport (Airport). These projects will be funded by the Infrastructure Investment and Jobs Act of 2021 (IIJA) grant from the Federal Aviation Administration (FAA), passed through TxDOT. On April 12, 2022, Mayor and Council Communication (M&C) 22-0284 authorized the application and acceptance of the IIJA grant and a transfer of $29,500.00 for the City's 10 percent match requirement, for a total amount of $324,500.00 for an eligible project at the Airport. On October 31, 2023, M&C 23-0921 increased an additional $3,278.00 for the City's match requirement for the IIJA grant, bringing the City's total match amount to $32,778.00, and the total appropriation amount to $327,778.00. At the time both M&C 22-0284 and 23-0921 were written, projects had not yet been selected. Since then, Staff has determined to use funding from the Fiscal Year 2022 IIJA grant for the Hangar Access Road and the Drainage Improvements projects. The Hangar Access Road will consist of designing and constructing a vehicle service road for access to a hangar development area on the east side of the Airport (see attached map). There are currently two ways to access the hangar development area. The first consists of vehicles driving on private leased space, and the second consists of vehicles driving on an active taxilane towards an active runway. The Hangar Access Road will provide a new, direct path to the hangar development area, allowing for enhanced safety of both vehicles and aircraft. The cost for design of the Hangar Access Road will be $73,300.00. The Drainage Improvements project will consist of moving current drainage infrastructure to allow for future development on the east side of the Airport (see attached map). The current drainage infrastructure runs directly through a usable plot of land diagonally, making this area of land undevelopable. By re-routing the current infrastructure, this will open up the land and allow for future development. The cost for design of the Drainage Improvements project will be $59,900.00. These resolutions, if approved, will allow for the Aviation Department to acquire IIJA grant funds and begin the process of designing the projects. Separate M&Cs will be routed for approval of agreements with the design firms after funds have been received. Fort Worth Spinks Airport is located in COUNCIL DISTRICT 8.
