Subject: Assignment Pay - Executive Deputy Chief - Police and Fire Departments
Background
The Firemen's and Policemen's Civil Service Act (Article 1269m, Vernon's Annotated
Civil Statutes of Texas) was revised in 1983 to permit cities to authorize assignment
pay for fire fighters and police officers performing specialized functions in their
respective departments. Assignment pay is in an amount and is payable under conditions
as set by ordinance, and is in addition to the firefighters' and police officers' pay. 1269m
allows for the adoption of an ordinance which may set criteria that provides for payment
of assignment pay only to a fire fighter or police officer in a special assignment. The
chiefs of the Fire and Police Departments are not eligible for any type of assignment
pay.
Police Chief H.F. Hopkins and Fire Chief H.L. McMillen have requested the City consider
the payment of assignment pay to their designated executive deputies, H.L. Clark and
R.S. Cassaday. Such assignment pay would recognize these officers for the specialized
duties they perform, which are in addition to their normally assigned duties.
Police Department
The executive deputy chief will perform the following specialized functions with the
Police Department:
1. Serve as acting police chief when the police chief is absent from the city or is
temporarily unable to fulfill the duties of the office of police chief;
2. Represent police department in matters pertaining to budget, personnel, legal and
administrative matters;
3. Represent police chief at public functions when police chief is unable to attend;
4. Assist police chief in evaluation of departmental employees and performance;
5. Assist police chief in inter-city and intra-city agency and department relations;
6. Performs other specialized duties, as assigned by the police chief.
Chief Clark's current salary is $48,280, including educational incentive pay, longevity
pay, and auto allowance.
Fire Department
The Fire executive deputy chief will perform the following specialized functions with
the Fire Department:
1. Serve as acting fire chief when the fire chief is absent from the city or is temporarily
unable to fulfill the duties of the office of fire chief;

Deputy Chief R.S. Cassadayl s current annual salary is $48,940, including educational
incentive pay, longevity pay, auto allowance, and instruct-or pay; Chief Cassaday would
lose instructor pay under this proposed plan.
Recommendation:
It is recommended the City Council adopt an ordinance authorizing the Fire and Police
Chiefs to designate one officer each from the classification immediately below that
of Chief, who in addition to that officer's regular duties, will be- assigned the duties

It is further recommended that the officers who perform the specialized duties of
executive deputy chief, as outlined in the ordinance and shown above, be paid the sum
of $275 per month or $3300 per year as assignment pay, which will be in addition to
the officers' regular pay.
