To the Mayor and Members of the City Council January 3, 1985 X Subject: WATER AND SEWER 1985 CIP PROJECTS The dynamic growth in Fort Worth and its customer cities necessitates a requirement for extending water and sewer lines . Additionally , the rehabilitation and replacement of deteriorated and aging water and sewer lines are critical to both maintaining the water and sewer infrastructure and sustaining orderly and systematic development within the city. Expansion of the water and sewer infrastructure to keep pace with the current rate of development is not practicable without the issuance of revenue bonds to finance major system improvements . Since January 1984, it is City policy to sell bonds in sufficient amounts to ensure funding of capital projects planned for the next twelve months . Bond funds must be available before contracts are approved. Accordingly, a schedule of water and sewer system improvements requiring revenue bond financing for the next year is attached for review by the City Council . A total of $43, 125 ,000 is recommended to maintain current and proposed development and rehabilitation of the water and sewer system during the next twelve months . The $19. 5 million *proposed for water system improvements and $23 ,625,000- proposed for sewer system improvements include funds adequate to ensure (1) ongoing replacement and rehabilitation of aging infrastructure, (2) completion of City participation in more than fifty active community facilities agreements , (3) initiation of new water and sewer projects, and (4) continued compliance with the Village Creek Wastewater Treatment Plant facility plan. All projects listed were anticipated in the 1984/85 fiscal year rate recommendations and future rate adjustments will be affected by this bond sale.
