HomeMy WebLinkAboutIR 6995 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 6995 VORP To the Mayor and Members of the City Council January 16, 1985 Subject: SECURITY FOR THE MUNICIPAL BUILDING, THE MUNICIPAL PARKING BUILDING, AND THE PUBLIC SAFETY BUILDING Background The Police Department move to the new Police Administration Building will cause a loss of security for the Municipal Building, the Municipal Parking Building, and the Public Safety Building. The City staff developed a proposal to provide security for these buildings and presented it to the City Council during the 1984-85 budget study sessions in August, 1984. The City Council delayed a decision on the proposal until the Police Department was ready to move and the staff could explore alternatives. Since the Police Department will begin moving to the new building within the next two months, the staff has prepared a security proposal for City Council consideration. Various security plans have been researched and discussed, but the original proposal appears to be the best alternative. Security Proposal The staff proposes the addition of one Deputy City Marshal position in the Municipal Court operating budget to perform security duties and protect cash handling operations in the Municipal Building and the Public Safety Building during regular business hours. Security for after-hours would be contracted out to a private security firm that would provide security guards in these areas and in the Municipal Parking building (these expenses would be paid from the Building Services operating budget in the Transportation and Public Works Department and from the Municipal Parking Facilities Fund). If the City Council approves the proposal, the staff will begin the bid process for the private security firm. When the process is completed, the staff will submit a Mayor and Council Communication for the City Council's consideration. Projected Costs The program costs for the remaining I seven months of the 1984-85 fiscal year will total approximately $78,415. This includes the salary of one Deputy City Marshal, his related fringe benefits, supplies, and one handi-talkie radio. A majority of the costs will be for the private security firm (estimated at $63,550). The costs for security in the Municipal Parking Building (approximately $19,800) will be paid from retained earnings in the Municipal Parking Facilities Fund (Fund 59).
