X Subject: THE WORKING CONNECTION (JTPA) OFFICE RELOCATION
Background
During the month of May 1984, the Fort Worth City Council and the Pri-
vate Indiistry Council (PIC) approved a contract for a Manappment Stitdv
of the Job Training Partnership Act, (JTPA) Program. The contract was
Rvarded to Price Waterhoiisp.
On Jitne 29 and Jxilv 12, 1984, a copy of the final report was Presented
to the PIC and City Council, respectively. Both Councils accepted the
findings and recommendations. Staff was directed to work with the PIC
to implement those recommendations that wniild enhance the image, effec-
tiveness, and efficiency of the JTPA Program. Most of the
recommendations on how to enhance the effectiveness and efficiency have
been implemented.
To irnrove the image of the Program, it was recommended that the PIC
consider: (1) a new name and (2) a different office location. A new
name for the Program was approved in October 1984 by the PIC and City
Council. The Program is presently doing business under the name of The
Working Connection. Following the approval of the name change, the
staff and members of the PIC initiated a search for a different office
location.
_Irk At this time, the Program Is horsed in the Texas Emnlovment Commission
Building (TEC). The Present lease aareement with TEC expires on June
30, 1985. This lease can be cancelled by either Party by giving 30 days
written notice. Other feattires are:
1. Total snuare feet (S/F) 7,500 (approximately)
2. Total Cost $38,844
3. Cost Per S/F $ 5.18
A total of 27 Percent or $10,488 is charged to the JTPA administrative
budget and the balance--73 Percent % or $28,356--is charged to the
training. The 27 percent/73 percent split represents the anoroximate
amount of space iitilitzed by administrative and training staff resrec-
tively.

Proposed Lease
Since October, the staff and members of the PIC have reviewed lease
options on several Possible office locations. It has been determined,
by a majority vote of the PIC, that an office building at 440 South Main
Street is an ideal location for the JTPA program. The office would be
centrally located in the service area and is on a major bus route.
The majority of the Apace in the new office will be utilized for client
intake certification and other related services. It is also proposed
that the Pre-employment assessment be conducted in the building. Pre-
sently, the assessment process is conducted at Goodwill Industries on
East Lancaster Street.
The Lessor, B-C PartnershiTS, 101 South Jennings Street, has agreed to
remodel the building to the snecifications of the PIC. This is a free-
standing building consisting of 6,600 nouare feet. The Proposed lease
rate is $10.00 Per gnuare foot or $79,,200 annually. Utilities are to be
Paid by the Lessor. The Lessee shall have the option to renew the lease
on a yearly basis at a rate not to exceed ten percent.
Unless otherwise directed by the City Council, staff will submit a for-
mal reniiest (Mayor and Council Commiinication) to seek approval for the
lease.
Should additional information be desired, it will be furnished upon
recitest.
