Subject: IMPACT OF THE PRESIDENT'S PROPOSED BUDGET RECOMMENDATIONS
UPON CITY FEDERAL ASSISTANCE PROGRAMS
The proposed federal budget includes recommendations which if implemented would
result in a substantial loss of federal assistance to the City of Fort Worth.
These recommendations are:
(1) the termination of the General Revenue Sharing Program at the conclusion
of the 1984-85 fiscal year;
(2) the reduction of Community Development Block Grant funds by an estimated
twenty-four percent;
(3) the termination of Urban Development Action Grants;
(4) the discontinuation of new starts for federal water and sewer grants;
(5) the institution of increased user fees and tougher cost-sharing formulas
for water projects;
(6) the elimination of operating and discretionary funds for urban mass transit
programs (except for the one-cent-per-gallon gasoline tax program) ;
(7) the reduction of child-nutrition programs;
(8) the reduction of caseloads and the cancellation of supplemental funds for
the Women, Infants, and Children (W.I.C.) Program;
(9) the imposition of a two-year moratorium on subsidized housing;
(10) the elimination of the Economic Development Administration;
(11) the elimination of the Community Services Block Grants;
(12) the termination of the Work Incentive Program; these responsibilities would
be transferred to the Job Partnership Training Act Program.
In the 1983-84 fiscal year, the City of Fort Worth received $32,133,703 in federal
assistance; in 1982-83, the City's share of federal assistance totalled $68,905,179.
This wide variance in funding levels resulted because in 1982-83 the City received:
$32,810,000 for the Rock Island Railroad, $3,500,000 for the UDAG-funded Regal Ridge .
Square Housing Project, and $1,900,000 for Gateway Park. The attached tables provide
summaries of the City's grant appropriations by City department for the last two
fiscal years.

A proposal has been developed for Council consideration supporting Congressional
reinstatement of the General Revenue Sharing Program and elimination of all broad
purpose and categorical grants. Total revenue sharing funds received by the City
in 1982-83 were $6,043,347 and $5,918,626 in 1983-84; the 1984-85 allocation is
approximately $5,700,000. The total allocation for broad purpose and categorical
grants (excluding General Revenue Sharing and CDBG funds) in 1982-83 was $51,578,832
and $20,129,277 for 1983-84.
The $5,700,000 that the City is scheduled to receive in revenue sharing funds for
the 1984-85 fiscal year will mark the end of the City's sixteen-year participation
in the General Revenue Sharing Program. The following programs are representative
of the types of activities that the City has funded with General Revenue Sharing
funds; the total expenditures for these programs equal the City's current allocation
from the General Revenue Sharing Program:
(1) the operation of multi-purpose centers which provide free recreational and leisure
activities to residents of lower-income neighborhoods;
(2) the City's Consumer Affairs Division which investigates consumer complaints
''"�► and monitors businesses to insure that fair practices are followed.;
(3) the Public Health Nursing Program which provides medical assistance via
neighborhood clinics;
(4) the Sexually Transmitted Disease Clinic which provides treatment and counseling
to carriers of sexually-transmitted diseases;
,t (5) the Animal Control Division which enforces City and State animal control
ordinances;
(6) the Fire Prevention Division which investigates fires, inspects public and
private buildings, and performs arson analyses;
(7) the Fire Safety Education Division which informs citizens of fire prevention
and fire-survival techniques;
(8) Park and Recreation Programs that provide athletic facilities, swimming pools,
recreation activities;
(9) the operation of the City's unique 3,412 acre wildlife refuge and nature
center; and,
(10) the operation of three branch library facilities.

1671 UPON CITY FEDERAL ASSISTANCE PROGRAMS
Based upon the allocations received in 1983-84, the elimination of broad purpose
and categorical grants (included within this grouping are State grants which
channel federal funds to the City) would result in the discontinuation of the
following programs;
(1) Economic Development Administration Planning Grant;
(2) National Council on Aging Grant;
(3) Home Health Aid Grant;
(4) Summer Food Service Grant;
(5) Neighborhood Re-Development Program Energy Grant and other NRDP funds;
(6) Private Industrial Council Planning Grant;
(7) Air Pollution Control Grant;
(8) Area Agency on Aging Grant;
(9) Women, Infants, and Children Nutrition Grant;
(10) Refugee Health Grant;
(11) Health Education Grants;
(12) Tuberculosis Outreach, Prevention, and Expansion Grants;
(13) Los Barrios Community Clinic Grant;
(14) Human Relations Commission Resolution of New Charges Grant;
(15) Inter-Library Loan Grant;
(16) Library Systems Services Grant;
(17) Multi-Agency Enforcement Police Grant;
(18) Juvenile Gang Unit Grant;
(19) Police S.T.E.P. Grant; and,
(20) Southwest Airport Land Acquisition Grants.
