DoE f4l7T To the Mayor and Members of the City Council
O
Subject:
PETITION FOR OAK GROVE MUNICIPAL DISTRICT
Mr. John Wasilchak has petitioned for City of Fort Worth consent to
form a municipal utility district to be known as the Oak Grove' Municipal
Utility District (OGMUD) located just east of Village Creek on Rendon
Road (see attached map). The general nature of the work to be accomp-
lished with the OGMUD would be to construct and operate a water system,
sewer system and drainage system in the subject area.
Staff has reviewed this request in the context of recently formulated
growth management strategies and urban. development potential of the
subject area. Key findings of this review are:
1. Various conditions such as development trends, land ownership pat-
terns, and economic development potential of the 1-35 corridor indicate
that a large area with a boundary at least as far east as approximately
1/2 (one-half) mile east of Village Creek should logically be within the
Fort Worth corporate limits in the reasonable future. The overall dev-
elopment potential of this area would indicate that it is a desirable
growth area from a quality of life and City finance perspective.
2. The Village Creek Sewer Collector currently located west of Village
Creek can be utilized to serve both areas proposed in the Municipal
Utility District by a short extension across Village Creek. Water service
is available from a 16" main in McPherson Road with an extension of the
16" water main. Other City services such as fire, police, sanitation,
street maintenance, etc. , will have to be extended to the general area
due to construction of the Oak Grove subdivision, South Fort Worth
Airport and other developments anticipated due to the Airport and
economic development of the 1-35 corridor.
Based on these findings, staff recommends that the City oppose the creation
of the OGMUD and construction of a private package plant or private water
system. We will inform Mr. Wasilchak that the City will cooperate with
him on exploring the possibility of annexation and extension of City
water and sewer services.
Unless otherwise directed by the City Council, City staff will proceed
to work with Mr. Wasilchak as described above.
