HomeMy WebLinkAboutIR 7011 �- 7011 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. ~Qf f0;?;, To the Mayor and Members of the City Council April 2, 1985 ¢ x rsx Subject: RECONSTRUCTION OF OAK GROVE STREET MAGNOLIA AVENUE TO DASHWOOD STREET On March 26, 1985, at the benefit hearing on Oak Grove Street, members of the City Council requested additional information as to how the project was initiated. The benefit hearing was continued for one week in order for the staff to provide requested data. On March 3, 1981, (M&C G-4936), the staff furnished the City Council with a status report on a gradual build up of unexpended Community Development Block Grant (CDBG) funds which had been carried forward since 1975. The staff also projected CDBG expenditures for a two year period and estimated that approximately $3,000,000 could not be expended as allocated and were available for reprogramming. As a result, the staff prepared a CDBG Three-Year Summary Plan and the 1982 application thereof with special emphasis on revitalization efforts of street improvements. Street projects were selected by the Planning Department with input from Sector Groups and CNR Citizen Committees (Now SEA) and concurrence from the Public ( Works Department. Proposed street projects were in the following areas: 1� . 1. Mid-South: 3 streets 2. Riverside: 3 streets 3. Near Southeast: 3 streets 4. Northside: 7 streets 5. Medical District: 3 streets, i.e. a. Oak Grove - from Terrell to Magnolia b. Travis - from Rosedale to Pennsylvania c. Rosedale - from 9th Avenue to I-35 All of those streets were designed with CDBG funds. Construction of the streets, with the exception of the Medical District was accomplished with CDBG and EDA funds since they are located within definite SEA areas. Travis Avenue 'and Rosedale Street were constructed with bond funds as is the proposed construction of Oak Grove Street. Because EDA funds were used, Travis Avenue and Rosedale Street were constructed with bond funds designated for the Hospital District and no assessments were levied in keeping with the intent of the use of the bonds in that area. Even though M&C G-4936 listed Oak Grove Street under the Medical District, it was later determined that the street was not in the Hospital District when applying for EDA construction funds. Assessments were also proposed in keeping with the Inner City street program, If additional information is required, it will be furnished upon request.
