Additionally, residents of the Samuels Avenue neighborhood have com-
plained about the affects of having fifty to sixty homeless persons
congregating in their neighborhood for a noon meal and then lingering
around the area. The complaints include the displeasure of having
individuals sleeping in the residents' yards and the fear of having an
increase in crime in their area.
Staff currently is working to solve the problems cited by the residents
in a way that will not hinder the services needed by the homeless.
Another possible location for the soup kitchen has been identified, and
staff is discussing the possibility of utilizing the new location with
Loaves and Fishes and the managers of the building. As soon as an
agreement is finalized the City Council will be informed.
Should the City Council need additional information, it will be provided
