Subject: INTEGRATION OF FIRE DEPARTMENT AND EMERGENCY MANAGEMENT
This report is to inform you of my decision to place the Fi,ieryency
Management Office into the Fire Department with the Fire Chief having
overall responsibility. This change has been recently implemented.
The Emergency Management Office will work directly with Administrative
Deputy Chief Bob Cassaday who has extensive training in this field as
well as having been on the team that developed the National Integrated
Emergency Management course which is being taught throughout the United
States, to cities and counties by the Federal Emergency Management
Agency.
The rationale behind this move is to increase the level of preparedness
for the City to respond to major emergencies and disasters by utilizing
Emergency Management personnel in a more active role in the day-to-day
operations of the Fire Department. This move should give them the
opportunity to have more field experience in emergency situations.
Combining this field experience with their planning functions and the
increased level of communication between the two areas should improve
our overall efficiency and effectiveness in protecting our population
and property from disaster situations.
The following are the key elements for this merger.
1 ) The head of the Emergency Management Office will become a member of
the Fire Department's senior staff.
2) The capabilities of the people assigned to Emergency Management
will assist in developing procedures and resources that would
enhance our ability to respond to disasters or major emergencies.
3) Emergency Management will become involved in identifying hazards
and proper response and become active participants with our
hazardous materials response team.
4) The current Emergency Management communication system and/or
personnel will be used to augment Fire Department system.
5) The departments will develop a new emergency plan that is easy to
use by all agencies involved and provide a logical mechanism for
timely and adequate response should a disaster occur.
6) An overall command system will be implemented that integrates in a
cooperative manner all of the agencies that respond to disasters.
7) Emergency Management personnel will be used to help staff support
functions at greater alarm fires and other emergencies .

8) A setting will be provided for non-civil service personnel being
integrated into Fire Department support areas.
This change will in no way inhibit the ability of the personnel in
Emergency Management Operations to communicate with the City Manager's
staff as needed in any emergency situation. This change will be to the
overall benefit and efficiency of the City and its emergency
preparedness.
Should additional information be desired, it will be provided upon
request.
