HomeMy WebLinkAboutIR 7042 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7042 OP` -*4 August 13, 1985 To the Mayor and Members of the City Council 0 �rExPy PROPOSED USER FEE ADJUSTMENTS Subject: 1073 During the August 6, 1985, Mork Session, M&C G-6402 on Proposed User Fee Ad- justments was presented to City Council for review. This Informal Report has been prepared to answer questions regarding the nature of services for which certain proposed fees are charged and the methodology employed in estimating the proposed fees. Frozen Dessert Machine Proposed fee is based upon 100 percent cost recovery. Time required by inspectors is less than originally expected. Projected revenue loss is $4,800. Child Care Facility Inspection Proposed fee is based upon 100 percent cost recovery. The Health Depart- ment performs inspections of all sanitary items for Texas Department of Human Resources licensure, including kitchen, sewer, safety, playground, and other sanitary facilities. Private School Inspection Proposed fee is based upon 100 percent cost recovery. Inspection of kit- chen facilities is included. Public schools are traditionally inspected by FWISD inspectors. Day Care Training Certification Fee is for certification to work in a Day Care facility. The Health Department and the Texas Department of Human Resources collaborate in offering a two-hour course for day care workers to help employees meet TDHR requirements. Food Manager Training Certification Fee is for certification to work as a food manager. Food manager certi- fication requires completion of a 16-hour course and is valid for three years. Plan Review Fees Proposed fee is based upon 100 percent cost recovery. Plan review re- quires office review of plans, construction recommendations, site inspec- tions, and final inspection upon completion of construction. Fee scale is designed to provide a fair rate of fee escalation according to size of proposed facility. Plan review helps to prevent design error which might require costly rio(lif i cations to meet health codes. Plan review in- cludes review of sanitation, sewer and water facility elements of hotels/motels. This is a one-time charge. Day Care Plan Review Proposed fee is based upon 100 percent cost recovery. Plan review in- cludes review of sanitation, waste and water facility elements of the day care center. Accident Report Fees Proposed fee is based upon 100 percent cost recovery. (See attached David fl. (;riffith and Associates recommendation.) Tennis Center Daytime/Player and Nightime/Player Fees Diminishing difference between nighttime and daytime fees per person is attributable to significantly greater proportion of doubles matches played at night. Staff recommends a maximum nighttime fee increase to $2.00 in order to remain competitive with other area tennis facilities. This fee will not affect the City's 22 lighted courts and 28 unlighted courts at other locations where no fee is charged. Individual Tennis Permit and Annual Tennis Permit These permits have not received the public acceptance originally antici- pated. Should these permits be continued, staff would recommend increasing the charge for the Individual Permit to $100 and for the An- nual Permit to $150. Host of these proposed fee increases are based on 100 percent recovery of ac- tual costs as calculated by the consultants. The Council may wish to adjust all or some of these fees to a cost recovery ratio of less than 100 percent.
