Ordinance No. ~ _~~,:~_ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION, FOR THE PURPOSE OF FUNDWG THE 2005 SUMMER FOOD SERVICE PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE lT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $500,000, subject to receipt of the grant from the Texas Health and Human Services Commission, for the purpose of funding the 20Q5 Summer Food Service Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, imperative ar void far any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 1605'1 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Health and Human Services Commission (HHSC) requesting up to $50Q000.00 from the Year 2006 Summer Food Service Program; 2. Adopt the ai#ached appropriation- ordinance increasing estimated receipts and appropriations in the Grants Fund by $500,000.00, subject to receipt of the grant; 3. Authorize .the execution of a contract with HHSC for the 2005 Summer Food Service Program upon receipt of the grant; and ~€. Apply an indirect cost rate of 20.67%, which is the most recently approved rate for this department and apply the new, approved rate when available. DISCUSSION: The City has sponsored the Summer Fond Service Program for children since 1969. This program provides nutritious lunches and snacks, prepared and delivered by a private vendor, to youth 18 years of age and younger, including families in low-income housing. Last year, 138,344 lunches and 152,829 snacks were served to 6,869 children at 54 sites for a total operating cost of $436,025. The HHSC has notified the City that funds are available far the operation of the 2005 Summer Foad Service Program. It is projected that 139,000 lunches and 153,D00 snacks will be served during the period from June 6, 2005 through August 12, 2005. The Parks and Community Services Department, Community Services ©ivisian, wip administer this program according to guidelines established by the HHSC and the U. S. Department of Agriculture. This program requires daily monitoring of serving sites. Six existing employees will be paid from the Grants Fund up to a maximum of 40 hours per week. In addition, eight temporary ernplnyees will be added to aid in the monitoring and implementation of the program. This program serves ALL Council Distric#s.
