HomeMy WebLinkAboutIR 7052 R INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7052 top, To the Mayor and Members of the City Council October 1, 1985 eor-4 Subject: SUGGESTED PROCESS FOR RESOLVING STREET AND STORM DRAIN ISSUES Background At the September 24, 1985, City Council meeting, staff was directed to define the unresolved issues concerning the changes recommended by the Select Com- mittee on Street and Drainage Infrastructure and to recommend a process that could be followed to facilitate a final decision by the City Council . Staff's understanding of the significant unresolved issues are: 1. Concrete versus Asphalt a. New streets in new developments b. New streets in existing development's c. Reconstruction of streets in existing developments 2. City Participation in Community Facilities Contracts a. Border streets b. Adjacent to parks c. Other changes 3. Assessment Paving for the Reconstruction of Streets Adjacent to One- Family and Duplex Homes In order to reach a decision on these issues, it is suggested that the City Council establish three study groups, each made up of two Councilmembers, one staff member from the City Manager's Office and one from the Transportation and Public Works Department. Each study group would be asked to conduct at least three meetings. Each meeting would be posted as an official meeting and persons or groups who have expressed an interest in one or more of the unresolved issues would be invited to participated and provide any informa- tion they believe to be germane to the issue. The first meeting will give staff an opportunity to answer questions or clarify information that has been developed during the last 21 months. The second meeting of the study group would be for the purpose of hearing additional information from the persons who may be directly affected by changes to the current policies. Depending on the issues, the group may be able to combine this meeting with the first meeting. The third meeting would be for all parties to discuss the pros and cons of the issues that have been discussed. The study group may reach a consensus position or it is possible that no consensus is reached. In this case, the group would be in a position to clearly identify the alternative positions . Either alternative will provide City Council with the necessary information to make a decision. In order to accelerate this process, the staff also has outlined the various groups that should be invited to attend the meetings of each study group. These include: 1. Concrete versus Asphalt a. Development industry b. Homebuilders industry c. Engineering community d. Street contractors e. Asphalt industry f. Concrete industry Opp, 2. City participation in Community Facilities Contracts a. Development industry b. Building industry (1) Commercial/Industrial (2) Home c. Engineering Community d. Representatives from the Sector Planning Council 3. Assessment Paving for the Reconstruction of Streets Adjacent to One-Family and Duplex Homes a. Neighborhood Advisory Councils (NACs) b. Association of Retired Persons Finally, the staff suggests that the City Council invite the members of the Select Committee to attend and participate in the study group meetings.
