Sub ect: Police Chief Assessment Center Results
I am pleased to announce that Troy L. Majors, 47, Chief of Police, Springfield, Missouri and Thomas
R. Windham, 47, Police Commander and Chief of Staff to Chief of Police, City of Los Angeles,
California were selected over 7 other candidates who participated in an assessment center conducted
by the City this past week. Two other candidates, Dennis Nowicki, Deputy Superintendent of the
Chicago Police Department and Ronal D. Cox, Assistant Chief of the Metropolitan Police Department
of Washington, D.C., were selected as alternate candidates. We in Fort Worth are fortunate to have
such outstanding police administrators competing for our Police Chief's position. It is certainly
positive rocognition of how well Fort Worth and its police department are thought of nationally.
Background.
Assessment Center. The assessment center exercises were developed and coordinated by Dennis
Joiner, a consultant from Sacramento, California. The exercises simulated work experiences including
an oral presentation, a leaderless group-solving exercise, a writing requirement, and a role play. ,
The 9 candidates were evaluated by a panel of technical experts and experienced public managers.
This group included former Fort Worth Assistant City Manager Gary Gwyn, who now serves as City
Manager of Tyler; Frank Dyson, retired Chief of the Austin Police Department, who was the former
Police Chief in Dallas; James McCarley, Chief of Police, City of Plano; Harold Peterson, a former
Police Sergeant with the City of Wichita and a Security Administrator with Boeing Aircraft; Dr.
Rick Bradstreet, Police Psychologist, City of Austin; and Charles Speed, Personnel Director, City
of Amarillo and former Personnel Director of Corpus Christi. Dr. Elizabeth Todd, the City's Testing
Administrator, and Fire Chief Larry McMillen served as alternate assessors.
Background Check. During the next two weeks, an exhaustive backgound investigation will be
conducted. The Dallas Police Department has agreed to assist in conducting the background
investigation and will visit the communities of the two candidates. In addition, senior management
staff will visit Los Angeles, Springfield, Missouri and Kansas City, Missouri (where candidate Majors
served 21 years prior to becoming Chief in Springfield) to assess the candidates' management style,
performance, community relations, and to seek other information which will be helpful in finalizing
the selection of the City's next police chief.
Finalists Interviews. Concurrently with the background investigation, the candidates will return
to Fort Worth for further interviews with the City Manager's staff, with retiring Chief H.F. Hopkins,
and other city staff. The candidates will also be given a physical examination and may undergo
a psychologial assessment.
Employment Date. It is anticipated that the background checks, the on-site management assessments,
and the additional selection steps will be completed during the next two weeks. The selection process
should be completed in early November.
