HomeMy WebLinkAboutIR 7060 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7060 U CS To the Mayor and Members of the City Council October 29, 1985 e-'1 7 ewo", Subject: AMBULANCE PROCUREMENT PROCESS is T3 On July 23, 1985, (M&C C-9153) , the City Council voted not to extend its pre- sent ambulance contract beyond the March 31, 1986 expiration date. The City Manager was also authorized to enter into a contract with The Fourth Party, Inc. to assist in developing a strategy for competitively procuring an ambu- lance operator for the City, effective April 1, 1986. These actions were recommended by the City Council Emergency Medical Services Committee. The Fourth Party recommended that the City implement a "Failsafe Franchise Model " ambulance system, which is designed to minimize disruption of service in the event the contract with a provider has to be cancelled. The new system calls for ownership or control over the account receivables, a medi- cally-oriented communications systems, ambulance equipment and a facility. On August 13, 1985, (M&C C-9186) , the City Council authorized the City Manager to enter into a contract with The Fourth Party to manage the ambu- lance procurement process and to implement the "Failsafe Franchise Model ". Authorization was given to expend not more than $150,000 to accomplish this task. In addition, the EMS Committee was designated to oversee the process • and determine the specific work elements, who will perform them and the associated costs. The Committee has worked very closely with the consultants and -staff in the development of the system requirements. There is a very short timeframe for getting a new service in place and for preparation of all of the necessary legal documents. Outlined below is the schedule the Committee approved: October 8, 1985 Submission of Bidder Credentials October 21, 1985 Credential Review and Identification of Eligible Bidders October 29, 1985 Public Hearing on New Ambulance Ordinance November 1 , 1985 Deadline for Dispute of Credential Review November 5, 1985 Adoption of New Ambulance Ordinance November 7, 1985 Pre-Bid Conference December 5, 1985 Deadline for Receipt of Bid Proposals December 12 or 17, 1985 Award Contract April 1, 1986 New Contract goes into effect The most critical immediate task is the adoption of the ambulance ordinance. A draft copy of the ordinance is attached for City Council review. It will be discussed in detail at the Pre-Council meeting on October 29, 1985. A public hearing is scheduled for the regular City Council meeting on October 29, 1985. The ordinance is scheduled for adoption on November 5, 1985. It is important to have the basic structure of the system approved prior to the pre-bid conference with potential contractors on November 7, 1985. Efforts are also underway to locate a faci- lity that will serve as the administrative offices and maintenance and training center for the system. Draft documents have also been prepared for establishing the medical control group. The EMS Committee and staff will continue to keep the City Council informed on the ambulance procurement process.
