HomeMy WebLinkAboutResolution 5945-05-2024A Resolution NO. 5945-05-2024 AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2025 GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, VICTIMS OF CRIME ACT GRANT AND MAKE ASSURANCES REQUIRED BY THE OFFICE OF THE GOVERNOR WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the state; and WHEREAS, February 8, 2024 is the deadline to submit applications for Fiscal Year 2025 for the Victims of Crime Act Grant; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in accordance with the permitted uses of the funds under the respective grant; and WHEREAS, the Office of the Governor grant requirements include authorization of application by the governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and WHEREAS, further council action will be required for the appropriation of funds for these grants at a later date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes application for, and acceptance, if awarded, of the following Fiscal Year 2025 grant from Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate each listed grant on behalf of the City; 3. If matching funds are required, the City assures that all matching funds will be provided; and 4. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the funds will be returned to the Office of the Governor in full. ADOPTED THIS 141 day of May, 2024. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant, in the amount of $136,000.00 for the purpose of providing services and assistance to victims of crime. DISCUSSION: On 2/2712024, the City Council approved Mayor and Council Communication (M&C) 24-0165 and ratified the City's application for, and authorized acceptance of, the Fiscal Year (FY)2025 Victims of Crime Act (VOCA) Grant (Grant). The purpose of this M&C is to request that the Council adopt the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division, as required for application and acceptance of the Grant. This M&C also requests that Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $136,000.00, subject to receipt of the grant. Though the resolution and ordinance were attached to M&C 24-0165, the actions to be taken by City Council concerning those items were not included in the subject of the M&C. Therefore, for purposes of satisfying the public notice requirements of the Texas Open Meetings Act, staff is presenting this M&C to request Council take the above -described actions. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL_ INFORMATION 1 CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City.
