HomeMy WebLinkAboutIR 7070 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7070 "P T 14", X44 soxr�� To the Mayor and Members of the City Council December 3, 1985 Subject: PILOT PLANT STUDY FOR BIOLOGICAL NUTRIENTS REMOVAL 0873 On January 29, 1985, (M&C C-8836) the City Council approved the subject study with the University of Texas at Arlington (UTA) for an amount not to exceed $114,571. The following information is a status report on the 10,000 gallon per day wastewater treatment facility. UTA has advertised the construction of the pilot plant and only one bid was received. Inasmuch as the only bid received was considered unreasonably high, the bid was rejected and the plant construction approach was modified to include separate bidding for equipment and construction respectively. In order to expedite and coordinate the plant construction, UTA hired a construction manager and the Water Department staff agreed to assist with the site preparation, concrete foundation work, trenching, and plant assembly. Bids for equipment, materials, and contract electrical -work have been taken separately. With most bids now received, the total estimated engineering and construction cost is $65,767. This estimate is less than approved project budget estimated construction cost of $68,000. The Environmental Protection Agency and the Texas Water Commission have indicated that nutrient (nitrogen and phosphorus) removal may be required in the near future under new permits to protect water quality in the upper Trinity River. The subject study will allow an evaluation of a promising treatment technique which may be economically attractive to the City. Pilot plant completion is projected for January, 1986.
