HomeMy WebLinkAboutIR 7072 7072 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 14- ,P T I To the Mayor and Members of the City Council December 3, 1985 Subject: APPOINTMENT OF MUNICIPAL BOARD ON SIGN CONTROL BACKGROUND HB 1330, adopted by the Texas Legislature on May 26, 1985, sets forth strict requirements under which municipalities in the state may regulate on-premise and off-premise signs. The statute provides that before a municipality may require the relocation, reconstruc- tion or removal of any sign the Mayor must appoint a municipal sign control board. This board has several functions and duties, includ- ing the following: 1 . Compiling a list of all nonconforming signs in the city by December 'If 1985- 2. Mailing written notice of such nonconformity to the owner of each sign on the list by December 15, 1985; 3. Determining the compensable and taxable values of nonconforming signs and the cost to bring the signs into compliance with the Code; 4. Determining the useful life of nonconforming signs for purposes of amortization and compensation; 5. Choosing alternate sites for signs to be relocated. The City of Fort Worth Billboard ordinance currently provides for the amortization and removal of nonconforming off-premise signs. further, City staff is proposing a new on-premise sign ordinance which may have similar requirements. City staff has already conducted a survey of all nonconforming signs in the City. Notice to the owners of all such nonconforming signs must be sent by the Board no later than December 15, 1985. There- fore, if the City expects to enforce any current or future require- ments for relocation, removal or reconstruction of any nonconforming signs, it is imperative that the Mayor appoint a municipal board on sign control as soon as possible. The following persons meet the requirements of the state statute for serving on the Board and are recommended for appointment by City staff: Place 1 Registered real estate appraiser J. R.
