new and restored housing , and the promotion of tourism. The
development of this area Has long been an objective of the City )
the Streams and Valleys Committee : and numerous citizen groups .
Staff concurs that it is a worthwhile project for inclusion in
this bond program. It is anticipated that this project can be
financed with both private resources and bond funds . Funds in
the amount of $4 .9 million are reflected in the Adjusted CIP to
fund the initial phases of this project .
WILL ROGERS MEMORIAL COMPLEX PROPOSITION
During the citizen input phase ) MUCH consideration Has been given
to the feasibility of a project in the Will Rogers Memorial
Complex and a specific need was identified for an equestrian
center and possibly several other uses . Horse and livestock
acti'vites are essential elements of the City ' s identitiy and
40 critical to Fort Worth 's economy . The present barns at Will
Rogers were built in the 1930 ' s and are badly obsolete . Unless
they are repiacedi. the Horse and livestock activities at Will
Rogers will decline in the years ahead . Bond funds in the amount
of $12 million have been included in the Adjusted CIP for this
purpose . The final plan Has not been reviewed by City Council ,
and therefore ; the precise cost is subject to the plans which are
given final approval .
In summary ; careful consideration was given to the needs and
priorities expressed by the citizens during this process . As a
result ) projects Have been added and deleted from the Preliminary
CIP . In addition ) the specific projects designated from the
previously unspecified funds were weighed carefully to fund
projects in all districts of the City and the overall program is
structured to provide a balance of improvements to all areas of
the City . Attached for Council review is a summary of Bond
Funds by Council District and also detailed project information
by Council District and by Proposition . The revised CIP Schedule
