HomeMy WebLinkAboutIR 7073 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7073 DoE f 0 JNP To the Mayor and Members of the City Council December 3, 1985 Subject: THE REVISED 1986-88 CAPITAL IMPROVEMENT PROGRAM: 0473 ADJUSTMENTS RESULTING FROM THE CITIZEN INPUT PHASE The Preliminary 1986-88 Capital Improvement Program was presented to City Council on October 1 ) 1985 ( IR 7053) . During the months of October and November ; intensive efforts Have been underway by Council members and staff to determine citizens ' opinions regarding community needs and priorities . input Has been sought an the significance and magnitude of the specific projects reflected in the Preliminary CIP as well as the need for any other community or City-wide projects which were not included in the Preliminary CIP. In an effort to permit citizens an optimum opportunity to provide feedbacks a CIP Citizen Survey Form was developed and distributed to numerous civic and community organizations as well as individual citizens . Furthers a series of neighborhood meetings were conducted throughout the City to provide information and obtain feedback on the Preliminary CIP as well as obtain citizen ' s opinions regarding any other community needs . Approximately 30 meetings were conducted in which citizens made comments and were furnished CIP Survey forms . On November 6th , a CIP Public Hearing was conducted in the Council Chamber which was broadcast on cable and also summarized in Spanish an radio station KSSA. Detailed information was provided to and citizen comments were taken from the floors as well as by telephone . Further ) in addition to appearing at the public Hearings Allied Communities of Tarrant submitted formal recommendations which identified in specific detail the most critical needs in the communities represented by that organization . The City staff Has carefully reviewed all comments received and analyzed the cost and feasibilty of each project identified during this process . Based an the citizens ' feedback and staff analyses ) numerous adjustments and changes Have been made in the Preliminary CIP to incorporate as many of these expressed community needs as is considered financially feasible over the next three years . This report summarizes by proposition those modifications to the Preliminary CIP proposal made as a result of citizen opinions and also provides several attachments which summarize and provide specific details of these modifications. For an overall reconcilation of the adjustments made to the Preliminary CIP , see the attachment entitled : RECONCILIATION BY .PROPOSITION: 1986-88 PRELIMINARY CIP AND ADJUSTED CIP RESULTING FROM CITIZEN INPUT . STREET AND RELATED IMPROVEMENTS PROPOSITION The Street and Related Improvements proposition Has been changed to reflect several expressed community priorities ) as follows, '-ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7073_D.2 To the Mayor and Members of the City Council top December 3. 1985 Subject: THE REVISED 1586-88 CAPITAL IMPROVEMENT PROGRAMt ADJUSTMENTS RESULTING FROM THE CITIZEN INPUT PHASE Street Reconstruction Community Development Block Grant Funds : For the period of the proposed 1986-85 CIP ) Community Development Block Grant Funds in the amount of $6 million are available for an extensive program of local street reconstruction in selected neighborhoods . Unspecified bond funds in the amount of $12 million were included in the Preliminary CIP as match monies for this purpose. During November ) the Community Development Council (CDC) reviewed the condition of streets in the ten Community Development Special Emphasis Areas taking into consideration recommendations an Street reconstruction needs from the Neighborhood Advisory Councils (NACs ) . Based on this process ) the CDC Has recommended that these funds be allocated to specific projects in the Special Emphasis Areas . (See attachment for detailed information : SPECIAL EMPHASIS AREA PROJECTS IN THE AMOUNT OF $12 MILLION) . City-wide Street Reconstuction Projects: The Preliminary CIP included unspecified funds in the amount of $24 milllion for neighborhood street reconstruction projects on a City-wide basis . , Based an the needs and priorities expressed by citizens during the months of October and November ) specific projects Have been developed and are reflected by project title in the Adjusted CIP. (See attached list which indicates each project and estimated cost : CITY-WIDE STREET RECONSTRUCTION PROJECTS) . West Seventhi Camp Bowie ) Bailey ) and University Intersection: The Preliminary CIP included funds in the amount of $111001000 to reduce congestion at the intersection of West Seventh : Camp Bowie : Bailey, and University . A significant amount of feedback from citizen representatives in the West side area was received which indicated that this project was not a priority . In view of this input , the Camp Bowie project Has been deleted and this amount Has been added to the flood control ( storm drainage) category. Based on the apparent poor drainage conditions ) recommenda- tions Have been made to add several additional drainage projects to the Preliminary CIP and these changes are reflected in the Adjusted CIP. ( See attached RECONCILIATION for specific projects) . PARK AND RECREATION IMPROVEMENTS PROPOSITION A% a result of citizen identification of needs ; several adjust- ments Have been made in the Park and Recreation Improvements area and they are identified below by project . Upgrade : Fire Station Recreation Center During the citizen input process ) many comments were received 00 from citizens in the area served by the Fire Station Recrea- tion Center at 1601 Lipscomb . They expressed the critical need for improvements to the Center due to the present limita- tions an space , capacity ) and functional usage . Based on staff examinations , funds in the amount of $ 625)000 Have been reflected in the Adjusted CIP to provide some improvements to this Center . Improvements for Neighborhood Parks Much citizen feedback was received regarding needed improve- ments to neighborhood Parks . Based on staff analyses ) funds in the amount of $125)000 Have been added for upgrading several Parks throughout the City . (See attacked RECONCILIA- TION for specific projects . ) LIBRARY IMPROVEMENTS PROPOSITION .In the Preliminary CIP ; funds in the amount of $900 )000 were included for site acquisition for two future regional libraries . Based on expressed needs by citizens of the North Side/Diamond Hill area) staff Has re-evaluated those plans and determined that a more immediate need exists for library services in this area. oph, Cost estimates indicate that $900 )000 would be adequate for this purpose . Therefore ) it is recommended that these funds be alloca- cated for construction of a neighborhood library in Diamond Hill rather than site acquisitions for future libraries and the Adjusted CIP reftects this modification . It is anticipated that LISSUED BY THE CITY MANAGER FORT WORTH, TEXAS ' INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7073-p.4 December 3, 1985 To the Mayor and Members of the City Council Subject: THE REVISED Ic?86-88 CAPITAL IMPROVEMENT PROGRAM: ADJUSTMENTS RESULTING FROM THE CITIZEN INPUT PHASE bond program for future library site acqusitions . FIRE SAFETY IMPROVEMENTS PROPOSITION In the Prel iminary CIPj funds in the amount of $750 )000 were included for the construction of a fire station in the far North area of the City in preparation of anticipated development . Due i njout phase ) staf f Has re-evaluated this project and Has determined that due to these more immediate needs ) this project could be eliminated at this time and reconsidered in the next bond program. The adjusted CIP reflects the deletion of this project and the transfer of monies to other projects . FACILITIES IMPROVEMENTS PROPOSITION included for municipal improvements-completion of the City Hal I Plan . Based on the numerous C i ty-w i de needs i dent i f i ed 1 n the citizen input process ) staff has re-examined this project . At this time ) it is recommended that it be deleted from, the 86-88 ClP and the Adjusted CIP reflects a reduction by this amount . It is anticipated that these improvements can be completed with funds from the General Fund Fund Balance and Council will be requested to make specific approval for this project after final design is completed . HERITAGE TRAIL DEVELOPMENT PROPOSITION Since the submission to the C,ity Council of the Preliminary CIP) representatives of several groups urged the City to include a project reflective of the Sesquicentennial celebration in Fort WortH . As a resulti discussions Have ensued regarding a beautification and recreation development project along the .Trinity River in a northward and eastward direction . This project is envisioned to include trails for bikinsr Hikingi and open spaces as well as additional water retention areas to enhance water resources and aesthetic values . This trail Has the potential of eventually connecting with Gateway Park and linking OW with our three greatest ec-onamic and cultural resources: the Central Business Districti the Cultural District ) and the Stockyards Ar*a. To the Mayor and Members of the City Council December 3, 1985 fQt X Subject: THE REVISED 1986-88 CAPITAL IMPROVEMENT PROGRAM : ADJUSTMENTS RESULTING FROM THE CITIZEN INPUT PHASE new and restored housing , and the promotion of tourism. The development of this area Has long been an objective of the City ) the Streams and Valleys Committee : and numerous citizen groups . Staff concurs that it is a worthwhile project for inclusion in this bond program. It is anticipated that this project can be financed with both private resources and bond funds . Funds in the amount of $4 .9 million are reflected in the Adjusted CIP to fund the initial phases of this project . WILL ROGERS MEMORIAL COMPLEX PROPOSITION During the citizen input phase ) MUCH consideration Has been given to the feasibility of a project in the Will Rogers Memorial Complex and a specific need was identified for an equestrian center and possibly several other uses . Horse and livestock acti'vites are essential elements of the City ' s identitiy and 40 critical to Fort Worth 's economy . The present barns at Will Rogers were built in the 1930 ' s and are badly obsolete . Unless they are repiacedi. the Horse and livestock activities at Will Rogers will decline in the years ahead . Bond funds in the amount of $12 million have been included in the Adjusted CIP for this purpose . The final plan Has not been reviewed by City Council , and therefore ; the precise cost is subject to the plans which are given final approval . In summary ; careful consideration was given to the needs and priorities expressed by the citizens during this process . As a result ) projects Have been added and deleted from the Preliminary CIP . In addition ) the specific projects designated from the previously unspecified funds were weighed carefully to fund projects in all districts of the City and the overall program is structured to provide a balance of improvements to all areas of the City . Attached for Council review is a summary of Bond Funds by Council District and also detailed project information by Council District and by Proposition . The revised CIP Schedule is also attached which indicates that by December 17th , the CIP should be officially adopted by City Council .
