Subject: RESPONSE TO CITY COUNCIL REQUESTS FOR INFORMATION ON
THE REVISED 1986-88 CAPITAL IMPROVEMENT PROGRAM
ADJUSTED AS RESULT OF CITIZEN INPUT
On Tuesday ; December 31 19135; the City Counc i I was presented
Informal Report No . 7073 on the Revised 1986-88 Capital
Improvement Program which reflected adjustments to the
Preliminary CIP resulting from citizen input . After review of
these materialso City Council members have requested further
information regarding several specific projects . This report
responds to those inquiries and Provides explanations of proposed
changes by proposition . In addition , the financial impacts of a
S 150 mi I I ion to $ 170 mi I I ion bond program Have been analyzed
and are provided for the Council ' s review .
STREETS AND RELATED IMPROVEMENTS PROPOSITION
Street Reconstruction
It was requested that staff review the condition of Semininary
Drive for inclusion for reconstruction in the CIP. Based upon
examination of the apparent deteriorated conditions , staff Has
determined that reconstruction of Seminary from Evans Avenue to
the Southeast corner of Park Boulevard could be accomplished for
S 548P000 . Staff Has also re-evaluated the projects in the
Preliminary CIP and recommends that the Evans Avenue
reconstruction project from Berry Street to Mor n i ngs i de Drive be
deferred at this time as repair needs are not as critical as
those of Seminary . Funds in the amount of S 548j00D were
scheduled for Evans Avenue and it is recommended that this amount
be used for financing the Seminary Drive reconstruction project .
ACTION REQUIRED: Council direction on Evans Avenue reconstruction
project which represents no net change in preliminary allocation .
Staff reviewed the condition of Ellis Road for inclusion in the
CIP . Based upon examination of apparent deteriorated conditions,
staff Has determined that Ellis Road requires reconstruction from
Handley Road to Muse Lane at a cost of $ 400 , L,00 . Due to the
conditions of Ellis Road , it is recommended that this
reconstruction project be added to the 1986-88 Capital
Improvement Program.
ACTION REQUIRED: Recommend addition of $ 400 ,000 to CIP for Ellis
Road reconstruction project .
It was also requested that several neighborhood streets in
Council District 6 which need reconstruction be identified for
consideration in the 1986-88 CIP. These streets and the
estimated cost per project are provided an the attached list .
ACTION REQUIRED: Council direction regarding projects and
funding.

PARK AND RECREATION IMPROVEMENTS PROPOSITION
Improvements for _Nei�shborhood Parks
The staff reviewed the amount of funds necessary for the
completion of Krauss-Baker Park . The Preliminary CIP includes
funds in the amount of $ 30 ;000 which would provide trails ;
planting ; and lights . Based on review of additional amenities )
staff Has determined that funds in the amount of $ 50 ;000 would
provide for lake area renovation ; a picnic shelter ; benches ; and
additional planting .
The City Council requested that staff review the amount of funds
necessary for the completion of Bluebonnet Park . Based on staff
review ) it is beleived that funds in the amount of $ 50o00O would
provide landscape and irrigation improvements to enhance the
aesthetic appearance of this area.
The Preliminary CIP included funds Ln the amount of $ 8{10 )000 for
General Park Development and - it is recommended that these
projects ; Krauss-Baker Park and Bluebonnet Park ) be financed with
a portion of those funds .
ACTION REQUIRED: Recommend inclusion of Krauss-Baker and
Bluebonnet Parks which represents no net change in preliminary
allocation.
Recreation Centers
The City Council requested that staff review the amount of funds
necessary to provide for construction of a Recreation Center in
the Highland Hills community and park area . The Preliminary CIP
includes funds in the amount of $ 50t000 for improvements to the
Highland Hills Park which will provide tree plantings ;
irrigation ; post and cable) and playfields . Based an staff
review , the cost of constructing a center comparable to those
most recently constructed with bond funds would be $ 900 ;000.
Due to the community interest expressed in this Project ) it is
recommended that the Highland Hills Recreation Center be added to
the 1986-88 Captial Improvement Program.
ACTION REQUIRED: Recommend addition of $ 900j000 to CIP for
Highland Hills Recreation Center .

FIRE SAFETY IMPROVEMENTS PROPOSITION
Joint Police and Fire Facility
It was suggested by the City Council that consideration be given
to constructing a facility that could jointly house the Southwest
Police Sector Headquarters and the new Fire Station 26 ( to be
relocated from Hulen and Granbury Road ) . The affected
departments believe that this idea has merit and wish to pursue
planning for a joint facility . It is- desired to locate this
facility in the vicinity of Hulen and Loop 820 . The
Architectural Division of the Transportation/Public Works
Department advises that the cost savings from this type of joint
construction will only save approximately 1 to 5 % of the total
construction cost . It is therefore recommended that planning for
a joint facility be pursued but that the allocation for the
Police Sector building not be reduced .
ACTION REQUIRED: Recommend pursuit of plans for joint Police and
Fire Facility and no change in the preliminary CIP allocation .
MUNICIPAL FACILITIES IMPROVEMENTS
Animal Control Facility
The City Council requested that staff review a proposal to
integrate the City of Fort Worth animal control functions with
those provided by the Humane Society of Fort Worth . Meetings
were held with Humane Society personnel and analyses of the
proposal was conducted . Based on this examination , it is
recommended that the allocation of $ 1 ,500 ,000 included in the
1986-88 Preliminary Capital Improvements Program for the
cgnstructi ::n of a new animal shelter be deleted . Staff intends
to develop specifications and issue a Request for Proposal for
the provision of limited animal control functions . It is
believed that the solicitation of proposals for the privatization
of limited animal control functions may result in cost savings to
the City .
ACTION REQUIRED- Recommend deletion of S 1 ,500 ,000 for Animal

The methodology for developing these estimates was data I I ad In
Informal Report No . 7062 (November Ss 1985) .
CON'--LUSION
Staff is prepared to initiate the next phase of the Bond Program
planning process and seeks Council direction at this time
regarding the specific projects for Inclusion. It is recommended
that final decisions an the composition of the 1986-88 Capital
Improvement Program be made at the City Council meeting of
December 17, 1985. The following Reconciliation summarizes the
proposed changes to the CIP .
