This Ordinance prohibits the parking of vehicles, trailers or boats on the front or side yards of homes in districts zoned one-family and two-family unless the parking areas are covered with an acceptable surface. Inspectors from the Code Enforcement Division are responsible for the enforcement of this ordinance. Most of the violations occur when residents , for various reasons , park their own vehicles on their yards. Special events such as Pioneer Days , Stock Show, Colonial NIT, and the September 16 Fiesta, attract a large number of vehicles to the areas of the City where these events are held. The large number of vehicles and the lack of parking areas, cause parking to occur in the surrounding residential areas. The excess vehicles in the residential areas are parking on the streets and in some cases in the yards of houses situated close to special events. The parking in the front yards during these special events is in violation to the "Front Yard Parking" ordinance, but there are some advantages if parking would be allowed on front yards during these special events. The less cars that are parked on the streets , the less congested the residential streets become, and attendees of events may_ be able to park closer to the event. The staff requests guidance as to whether to enforce the ordinance during special events or follow, a modified policy during these events. Should the Council desire to have the ordinance enforced as adopted, the staff would inform residents close to special events of the requirements of the ordinance. The Council may want to consider to have a modified front yard parking policy to be followed during special events. Such a policy may allow parking on yards during events which the City would designate as special events. Staff requests guidance on this matter.
