MANDATES) The Water Department's annual budget contains over $3 million for the replacement of sanitary sewer mains. Although the City began this annual replacement program in 1983, the age of the system has resulted in a much greater actual depreciation rate than this annual allocation has been able to address. Much of the system is undersized and the pipes are cracked, collapsed and generally are in very poor condition. The problems of the depreciated system and the current wet weather cycle (4 years) we have experienced has dramatically amplified these problems resulting in sewer backups on customer's property, overflows into the storm drainage system and other drainage channels. The Environmental Protection Agency (EPA) has issued administrative orders which require extensive remediate action by communities to eliminate overflows and any by-passes within public systems. The potential expense to correct these problems in the Fort Worth system may reach $100 million. Councilmember Bill Meadows has met with the regional EPA director on behalf of the City Council and discussed the fiscal impact of these mandates. The EPA's position regarding the mandate to correct these system deficiencies continue to be firm subject only to an acceptable time-schedule for resolving the problems. The EPA staff presented a proposed scenario to address corrective procedures. In an attempt to pro-actively address some of the problem areas, the staff has reviewed various sources (including claims, service orders and Action Center information) in an effort to ascertain chronic problem areas where recurring problems would indicate a "fully depreciated" system. A preliminary list (by Council District) is attached. This list is being further refined to determine which neighborhood problems can be expeditiously corrected if such a correction plan of capital investment in the system can be developed. Some of the identified projects are amendable to slip lining and can be begun in a relatively short time period. Other projects will require more extensive engineering and re-construction. It is anticipated that many of these projects will be accomplished utilizing City forces which will maximize the actual construction allocation efforts. Locally controlled design and construction efforts will be closely coordinated. A longer term resolution working with the EPA staff and their proposed time table is currently being developed and a formula recommendation to the City Council will be forthcoming in the near future. MANDATES) The proposed program will require a supplemental appropriation from the Water and Sewer Fund fund reserve. This appropriation ($10 million) will be utilized to address these remediate efforts as outlined and are in addition to the annual expenditures. A specific work program and status reporting system will allow monitoring of the projects undertaken under this program.
