STUDY FOR THE CITY'S AI"ORTS
Under City Secretary Contract No. 18693, the City of Fort Worth obtained the services of
Greiner, Inc. to prepare a Federal Aviation Regulation (FAR) Part 150 Noise Study of
Alliance,Meacham and Spinks Airports. Ninety percent funding was provided by the Federal
Aviation Administration (FAA). Work on the study began over two years ago. At that time,
a Land Use Planning Committee and a Technical Operations Committee were formed for
each airport. The committees have provided input and reviewed the recommendations
developed by the consultant and City staff. Public input was obtained using PR/Texas, a
sub-contractor to Greiner, Inc.
The purpose of the study was to analyze current land uses and noise patterns;reduce existing
non-compatible land uses around the airports; and prevent additional non-compatible land
uses from occurring in the future. The study,which included actual on site noise monitoring,
was divided into three categories of noise abatement alternatives:
• Operational Noise
• Land Use
• Continuing Noise Program
Within these categories,the various alternatives were examined in accordance with FAR Part
150 Guidelines. Alternatives identified were evaluated in relation to their compatibility with,
and effectiveness of,reducing noise impacts at the City's airports. The potential alternatives
developed by the consultants were presented to the committees and citizens during January
12-14, 1993. From the committee and public meetings, a Recommended Noise Compatibility
Program and Implementation Plan was produced for each airport. A cumulative summary
of alternatives recommended for implementation at each airport is as follows:
Alliance - The study identified noise impacted properties adjacent to the Airport. Although
the City Council under M&C G-9830, approved September 15, 1992, authorized the City
Manager to submit a pre-application to the Federal Aviation Administration for grant funds
for the land acquisition of properties adjacent to the airport which are used for
non-compatibility purposes, the scope of the project may be amended with the FAA approval
of the FAR Part 150 Noise Study.See the attached Summary of Cumulative Noise Abatement
Alternatives recommended for implementation.
Meacham - The study revealed noise impacted properties in the immediate vicinity of the
Airport. See the attached Summary of Cumulative Noise Abatement Alternatives
recommended for implementation.
Spinks - Due to the absence of identifiable noise impacted areas in accordance with FAR
Part 150 Noise Study Guidelines, all five operational noise abatement alternatives are
recommended as local voluntary procedures to decrease noise exposure at sensitive sites. The
minimal cost considerations associated with implementation of the Recommended Noise
Compatibility Program and Implementation Plan, make it unnecessary to submit a grant
pre-application to FAA following FAA approval review. See the attached Summary of
Cumulative Noise Abatement Alternatives recommended for implementation.

The recommended actions for implementation are varied and included zoning actions, land
use planning, noise disclosure statements and airport related operational actions which are
considered within the authority of the City, FAA and airport users to implement with
minimal associated costs. The consultant also recommends the City consider other actions
including land acquisition, acquisition of avigation easements and/or soundproofing
modifications to existing noise sensitive structures. A summary of associated costs for these
recommendations follows:

The City has options, including "no actions", in selecting the recommendation, or "mix" of
recommendations, for the "program" it deems best for its citizens and to then coordinate that
"program" with the FAA for a determination of federal funding eligibility(90%). At that time
the City may submit pre-applications for federal funding. The FAR Part 150 Study is
expected to be ready for submittal to the FAA in early April 1994. Due to an extended review
period and an FAA requirement to coordinate with local jurisdictions adjoining the airports,
the study document has taken approximately six months longer than originally scheduled.
It should be noted that it can take as much as 10 months for FAA review and funding
approval.
Staff will proceed as outlined above unless advised differently. Should you have questions,
a response will be provided upon request.
