HomeMy WebLinkAboutIR 8189 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8189 G0TEREO To the Mayor and Members of the City Council April 27, 1999 * Nx� Subject:XX 1 UPDATE ON ROSEDALE STREET PROJECT, IH 35 TO FOREST PARK BOULEVARD The Rosedale Street project was approved by City Council on 50-50 cost sharing basis with the State Department of Transportation (TXDOT) in November 1990 (M&C G-8921). The City subsequently approved$8 million in the 1993 Capital Improvements Program to fund its share of the project. TXDOT has completed design of the project and is currently acquiring necessary rights of way. In October 1997 (M&C C-16378) City Council authorized expenditure of the City's share of rights of way acquisition costs. Right of way acquisition began in June 1998 and is expected to take approximately two years. The project is currently scheduled for award of contract in January 2001. The project provides for construction of a six lane divided'roadway with left turn lanes at all major intersections. The roadway will include a raised median throughout the entire length of the project. Additional turn lanes will be added at major intersections to accommodate heavy traffic demands in the area. Sidewalks are included in the project. The initial TXDOT cost estimate for the project was $16 million. Due to a number of factors, including the high cost of replacing railroad overpasses along the project length, costs for the project have escalated well beyond the original estimate. In order to alleviate some of the cost increases that would have been passed on to the City, TXDOT agreed to fund the construction of the section between IH 35 and South Main Street totally at its expense. However, due to cost escalation on the remaining section of the project,the City's share of the overall roadway costs has risen from $8 million to about$10 million. The additional $2 million is not currently budgeted and is subject to continued escalation. As a Regional Project the additional cost could be funded in the near term from City funds reserved for cost sharing projects with TXDOT. This approach will require supplemental funding as these Regional Projects are implemented over the next several years. In addition to the roadway costs, there are two City owned buildings, Fire Station #8 and the building located on the Northwest corner of Hemphill and Rosedale, that will be taken by the roadway widening. The Fire Department has been aware of the need to replace the fire station for some time and is actively seeking a replacement site. The cost of replacing Fire Station #8, including land purchase, is about $2 million. The 1998 Capital Improvements Program included funds for Fire Service Improvements in the amount of$4.8 million and these funds could be utilized to acquire property and rebuild the station. This action may likewise cause future Fire Services Projects planned in the 1998 Capital Improvements Program to require supplemental fundin epe Ing upon when projects are constructed.
