'ors SUBJECT: Evans Avenue Urban Design Project from East Rosedale Street to
Terrell Avenue
In April 2001,the City Council approved a contract with Huitt-Zollars, Inc.,to develop final designs and construction
documents for the Evans Avenue Urban Design Project from East Rosedale Street to Terrell Avenue. Staff and the
consultants worked closely with the community to develop designs that represented the community's expressed desires.
The Evans Avenue Urban Design project is a part of the Evans& Rosedale Business and Cultural District, a 25 acres
area in Southeast Fort Worth targeted for redevelopment. It is anticipated that the Evans Avenue Urban Design Project
will assist by providing an enhanced streetscape to the area and an environment, which will encourage active street life.
Evans Avenue will be reconstructed as a two-lane roadway with angled parking on both sides of the streets, with trees,
furniture, lighting, banners, and wide sidewalks with brick treatments. Gateway monuments have been designed for the
intersection of Evans and Rosedale, but will not be constructed until the TxDOT widening project of East Rosedale is
complete. A central plaza will be constructed on the west side of Evans Avenue, midway between Rosedale and Terrell
at Pulaski Street.
In addition, story telling elements, in the form of bronze wall plaques, granite tiles in the sidewalks, and cut limestone

,)a�ires in the plaza, will be a significant feature of the project. Based on comments from the community as to the
importance of recognizing and preserving the history and contributions of the African American community in Fort
Worth, a Historic and Cultural Committee was formed to provide direction as to how these elements should be
emphasized in the project. This will be an ongoing effort.
A bid opening is scheduled for mid August,with an anticipated award in mid September 2001. Construction will take
approximately nine months to complete.
The Evans Avenue Urban Design Project will be funded with $1.2 million in EDA grant funds. The local match for the
grant funds in the amount of$813,000 will come from bond funds, water funds for the replacement and installation of
water and sewer lin a nd CDBG funds.
