HomeMy WebLinkAboutIR 8386 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8386 To the Mayor and Members of the City Council March 5, 2002 SUBJECT: ENERGY SAVINGS PERFORMANCE CONTRACT STATUS UPDATE In accordance with an October 30, 2001 Informal Report to City Council Members,we have moved forward with the Energy Savings Performance Contracting(ESPC)process. The ESPC tool has benefited numerous government and private organizations and is the approach the City is taking to comply with the energy conservation goals of Senate Bill 5. A primary benefit of the ESPC tool is the ability to pay for the projects over an agreed upon period of time out of the energy savings generated. No upfront capital expenditure is required. The following Energy Savings Companies (ESCOs)responded to the City's Request for Qualifications: * Johnson Controls Inc * Siemens * Honeywell *TranefIXU Energy Services * Sempra Energy Solutions * CMS Energy * Custom Energy An evaluation panel reviewed the packages and identified Johnson Controls Inc, Siemens, Honeywell, and Custom Energy as the top rated candidates. Another selection panel interviewed these four ESCOs. The consensus that emerged from the review process was that Johnson Controls Inc is the most qualified and Q capable ESCO. The major evaluation criteria used by both panels were: Qualifications of Provider, Qualifications of Sub-contractors, Work History, Project Management Plan, Training Plan, and Preliminary Cost and Savings Plan. Absent any objection by City Council, City staff plans to move forward in this process. The next step would be the issuance of a Letter of Intent(LOI) to Johnson Controls Inc asking them to conduct a preliminary energy audit on selected City facilities and stating our intent to enter into an ESPC with them for the design and execution of any projects that they demonstrate will result in an acceptable payback period(generally 10 years or less). The entire process can be terminated after the preliminary audit without the City incurring liability. If the decision is made to continue after the preliminary audit process is complete, staff will recommend for City Council approval,those projects that we think will result in an acceptable payback. We will then work with Johnson Controls Inc to: 1)Negotiate a contract for a detailed energy audit and design of acceptable projects. 2)Negotiate a follow-on contract for the execution of acceptable projects.
