SUBJECT: PROPOSED LEASE OF A PORTION OF FOREST PARK FOR
MASTERCARD COLONIAL GOLF TOURNAMENT
Parks and Community Services Department staff, in cooperation with representatives of Streams
and Valleys, Inc. have partnered to negotiate a proposed lease of a portion of Forest Park to
Colonial Country Club. The area is in the west sector of the park (area bounded by University
Drive, Colonial Parkway, Rogers Road and the Trinity River) and would be used by Colonial during
the annual MasterCard Colonial Golf Tournament. Activities would include such things as
merchandise shops, corporate hospitality tents, fitness trailers for players, etc. (use of the area
primarily for patron vehicle parking is not proposed). The concept for use of this area in conjunction
with the golf tournament came from the 2006 Ryder Cup bid (which was unsuccessful) in which the
area was conceived to be used as a large corporate village type setting.
In exchange for use of the area, Colonial would annually pay up to $3,000 to the City and donate up
to $27,000 to Streams and Valleys, Inc. The funds donated to Streams and Valleys would be
earmarked for park and trail improvements along the Trinity River Trail.
A primary agreement term of five (5) years is proposed which could result in as much as $15,000 in
Vs to the City and $135,000 in improvements to the river trail system. Colonial would be
responsible for all site preparation, security, insurance, etc., and would ensure the site is returned
to pre-existing conditions each year.
On February 26, 2002 a meeting was held with neighborhood representatives who endorsed the
project including the possible closure of Rogers Avenue. The next step in the proposal process is
to finalize terms between Colonial and the City. Once this is done the proposal will be scheduled
for consideration by the Parks and Community Services Advisory Board and the City Council.
