HomeMy WebLinkAboutIR 8581 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8581 To the Mayor and Members of the City Council March 23, 2004 a 00�x'��T�ASUBJECT: Rosedale Improvements 1079 The Transportation and Public Works Department is working with the Texas Department of Transportation (TxDOT) and the North Central Texas Council of Governments (NCTCOG) on roadway improvements along Rosedale. Planned improvements along this corridor extend eastward from West Forest Park Blvd to IH 820. The project is divided into four segments: Forest Park Blvd to Main Street; Main Street to IH- 35W; IH-35W to US 287; and US 287 to IH-820. This report will update you on the status of each segment. West Rosedale: Forest Park Blvd. to Main This segment of the project calls for the reconstruction of West Rosedale to a six-lane divided arterial from Forest Park Blvd. to Main Street. The project is funded under the TxDOT PASS program (which is no longer in use) on a 50/50 cost share basis. The City is responsible for 50% of the cost of right-of-way and construction. The widening of the roadway also requires the relocation of Fire Station 8. The estimated City cost for roadway reconstruction and the relocation of Fire Station 8 is $18,400,000. The City's cost for this segment of Rosedale Street is 100% funded and includes $450,000 for landscaping. Based on discussions with TxDOT regarding their funding limitations, any alternative roadway cross- sections must be implemented after construction. Therefore, re-designing the 6-lane cross section into a C-lane divided roadway with 2 additional parking lanes would occur after the 6-lane roadway is onstructed. Staff will begin the process of seeking additional funding for this next phase. Project Status • Right of way acquisition and utility work for the section from Forest Park Boulevard to Main Street is nearly completed. • TxDOT is expecting City funds in April or May of 2004 for a June construction letting. • It is estimated that construction will take approximately three years to complete. • A separate landscaping contract will be let towards the end of the roadway construction project. West Rosedale: Main Street to IH-35W This segment of West Rosedale was reconstructed from a four-lane roadway to a six-lane roadway. Due to escalating costs of the section of roadway from Forest Park Boulevard to Main Street, TxDOT picked-up 100% of the cost of construction and 50% of the cost of right of way for this section, requiring only that the City pay for 50% of the cost of right of way. Project Status • Construction was completed in December 2003. East Rosedale: IH-35W to US 287 This segment of East Rosedale calls for the reconstruction of the road to a six-lane divided arterial from IH-35W to US 287. The project is currently funded under the TxDOT PASS program on a 50/50 cost share basis. The estimated cost for completing the project is $15.7 million, including $500,000 for landscaping. The City is responsible for$8.1 million of that cost, of which $4.4 is funded ($1.9. COs and 2.5 million 2004 CIP); thus leaving a $3.7 million shortfall. This project was included in the City's strategy ',,or under funded grant projects that was presented to the City Council in July of 2003. Since this project was never officially approved by the NCTCOG, it will need to be submitted through a call for projects in order to receive federal funds. It is anticipated that NCTCOG will issue a call for projects in the spring at which time this project shortfall will be submitted. Based on discussions with NCTCOG staff, we are optimistic that this funding plan will be successful. Project Status • Design and ROW acquisition is nearly completed. • TxDOT is finalizing the design plans and completing right of way acquisition in anticipation of a 2006 construction letting. • A separate landscaping contract will be let towards the end of the roadway construction project. East Rosedale: US 287 to Stalcup This segment of the project calls for the reconstruction of East Rosedale as a four-lane divided arterial from US 287 to Stalcup with the ability to expand to six-lanes (from Ayers/Miller to Stalcup)when warranted. This section is funded under the NCTCOG Surface Transportation-Metropolitan Mobility program and the TxDOT National Highway System program. The total estimated cost for completing the project is $25,800,000. Existing funding for the project totals $17.3 million ($8.1 million federal/state and $9.2 million City), thus leaving a shortfall of$8.4 million. This project was also included in the City's strategy for under funded grant projects presented to the City Council in July of 2003. Based on that strategy, funds allocated to the project in the 2004 Bond Program are only sufficient to cover the cost of design and right of way acquisition. Construction would be deferred to a subsequent bond program, unless additional funding can be identified. Staff continues to work with NCTCOG and TxDOT to seek said funding. The section from Stalcup to IH-820 will be constructed as a six-lane roadway, but since it is on the TxDOT roadway system, it is 100% funded by TxDOT. Project Status • Staff is working with TxDOT and NCTCOG to finalize project cost, funding, and schedule.
